Основная функция организации - регулирование производственных мощностей отрасли для обеспечения соответствия в длительной перспективе объемов производства потенциальному спросу, а также предотвращение монополизации рынка отдельными производителями или национализированными концернами. Основателями организации являются ФРГ, Франция, Италия, Бельгия и Люксембург.
