    Etymology: Uncertain. Pre-Gr. origin is considered by Wackernagel Syntax 2, 257 and Kretschmer Glotta 14, 230. Several IE etymologies have been attempted: Skt. úd, Goth. ūt `from'; lat. au- and haud; Arm. ` not'. Cowgill Lang. 36, 347 ff. connected the element with αἰών a. cogn., assuming a basis in ne h₂oi̯u kʷid, where *ne was the sentence negative; it lost its meaning to the second element as happened in other languages. The syntagm would also explain Arm. oč' and Alb. s (cf. Kortlandt, Armeniaca, index). S. the synopsis by Schwyzer-Debrunner 591 n. 5 (w. lit.). Not better Carnoy Ant. class. 24, 20 a. Rev. belge de phil. 33,492. -- Hom. οὑ-κί contains as οὔ-τι the IE indef. * kʷi-d (s. τίς; on the phonetics Schwyzer 299); from this through elision οὑκ, with aspiration οὑχ, if not elided from οὑ-χι, like ναί-χι, ἧ-χι a.o. = Skt. hí (in na-hí `because not' a.o.), Av. zi, IE *ǵhi stressing pcle.     English civil engineer and contractor.

    The son of a miller, he received a rudimentary education in the village school. At an early age he was helping his father in the mill, and in 1800 he was apprenticed to a cabinet maker. After four years he returned to work with his father, but, preferring to leave the parental home, he not long afterwards joined a firm of agricultural-machinery makers in Swanton in Norfolk. There he acquired a reputation for making accurate patterns for the iron caster and demonstrated a talent for mechanical invention, patenting a self-regulating windmill sail in 1807. He then set up on his own as a millwright, but he found he could better himself by joining the engineering works of Ransomes of Ipswich in 1812. He was soon appointed their Chief Engineer, and after nine years he became a partner in the firm until he moved to London in 1826. Around 1818 he invented the treadmill, with the aim of putting prisoners to useful work in grinding corn and other applications. It was rapidly adopted by the principal prisons, more as a means of punishment than an instrument of useful work.
    From 1814 Cubitt had been gaining experience in civil engineering, and upon his removal to London his career in this field began to take off. He was engaged on many canal-building projects, including the Oxford and Liverpool Junction canals. He accomplished some notable dock works, such as the Bute docks at Cardiff, the Middlesborough docks and the coal drops on the river Tees. He improved navigation on the river Severn and compiled valuable reports on a number of other leading rivers.
    The railway construction boom of the 1840s provided him with fresh opportunities. He engineered the South Eastern Railway (SER) with its daringly constructed line below the cliffs between Folkestone and Dover; the railway was completed in 1843, using massive charges of explosive to blast a way through the cliffs. Cubitt was Consulting Engineer to the Great Northern Railway and tried, with less than his usual success, to get the atmospheric system to work on the Croydon Railway.
    When the SER began a steamer service between Folkestone and Boulogne, Cubitt was engaged to improve the port facilities there and went on to act as Consulting Engineer to the Boulogne and Amiens Railway. Other commissions on the European continent included surveying the line between Paris and Lyons, advising the Hanoverian government on the harbour and docks at Hamburg and directing the water-supply works for Berlin.
    Cubitt was actively involved in the erection of the Crystal Palace for the Great Exhibition of 1851; in recognition of this work Queen Victoria knighted him at Windsor Castle on 23 December 1851.
    Cubitt's son Joseph (1811–72) was also a notable civil engineer, with many railway and harbour works to his credit.

    John Smalley of Preston was the second son of John, a chapman of Blackburn. He was a distant relative of Richard Arkwright through marrying, in 1751, Elizabeth Baxter, whose mother Ellen was the widow of Arkwright's uncle, Richard. In the Preston Guild Rolls of 1762 he was described as a grocer and painter, and he was also Landlord of the Bull Inn. The following year he became a bailiff of Preston and in 1765 he became a Corporation steward. On 14 May 1768 Arkwright, Smalley and David Thornley became partners in a cotton-spinning venture in Nottingham. They agreed to apply for a patent for Arkwright's invention of spinning by rollers, and Smalley signed as a witness. It is said that Smalley provided much of the capital for this new venture as he sold his business at Preston for about £1,600, but this was soon found to be insufficient and the partnership had to be enlarged to include Samuel Need and Jedediah Strutt.
    Smalley may have helped to establish the spinning mill at Nottingham, but by 28 February 1771 he was back in Preston, for on that day he was chosen a "Councilman in the room of Mr. Thomas Jackson deceased" (Fitton 1989:38). He attended meetings for over a year, but either in 1772 or the following year he sold the Bull Inn, and certainly by August 1774 the Smalleys were living in Cromford, where he became Manager of the mill. He soon found himself at logger-heads with Arkwright; however, Strutt was able to smooth the dispute over for a while. Things came to a head in January 1777 when Arkwright was determined to get rid of Smalley, and the three remaining partners agreed to buy out Smalley's share for the sum of £10,751.
    Although he had agreed not to set up any textile machinery, Smalley moved to Holywell in North Wales, where in the spring of 1777 he built a cotton-spinning mill in the Greenfield valley. He prospered there and his son was later to build two more mills in the same valley. Smalley used to go to Wrexham to sell his yarn, and there met John Peers, a leather merchant, who was able to provide a better quality leather for covering the drawing rollers which came to be used in Lancashire. Smalley died in 1782, shortly before Arkwright could sue him for infringement of his patents.
