Валютный курс
Цена денежной единицы одной страны, выраженная в денежных единицах другой страны. В условиях системы фиксированных валютных курсов (см. Fixed exchange-rate system) установленный курс валют остается неизменным в течение продолжительного времени. Если, однако, этот курс перестает соответствовать основной конъюнктуре рынка и оказывается завышенным, что приводит к устойчивому дефициту платежного баланса страны, он может быть девальвирован (см. Devaluation). Аналогичным образом обстоит дело с ревальвацией курса при образовании профицита платежного баланса. Государственные власти, однако, зачастую не торопятся применять меры по изменению валютного курса, особенно в сторону снижения, и тогда искусственно поддерживаемый валютный курс перестает удовлетворять условиям рынка. В таких случаях начинается спекуляция валютой и возникает наплыв «горячих» денег (см. Hot money), что дестабилизирует валютные рынки. Со временем при отсутствии государственного вмешательства валютные курсы постепенно стабилизируются. В условиях системы плавающих валютных курсов (см. Floating exchange-rate system) курсы свободно меняются в зависимости от конъюнктуры рынка, что, согласно теории, способствует сохранению длительного равновесия платежных балансов. На практике, однако, факторы неопределенности и спекулятивные операции с валютой вызывают беспорядочные колебания курсов, что в свою очередь сдерживает торговлю и дестабилизирует экономическую ситуацию внутри страны. По этим причинам страны предпочитают «управлять» плавающими курсами валют. На валютных рынках дилеры обычно котируют две цены курс покупки и курс продажи (см. Bid price), разница между которыми (спрэд) является их прибылью. См. 12 FIXED EXCHANGE-RATE SYSTEM
Система фиксированных валютных курсов
Механизм регулирования валютных курсов на основе фиксированных валютных паритетов. Система предполагает закрепление содержания национальных денежных единиц в золоте или конвертируемой валюте при строгом ограничении колебаний рыночных курсов валют. В качестве примера можно привести Бреттонвудскую валютную систему, принципы организации которой были заложены на конференции ООН в Бреттон-Вудсе (США) в 1944 г. В рамках системы курсовое соотношение валют и их конвертируемость устанавливались на основе фиксированных валютных паритетов, выраженных в долларах. Рыночный курс мог отклоняться от центрального паритета в пределах 1%. Для соблюдения этих правил центральные банки стран-членов были обязаны проводить валютную интервенцию в долларах. Девальвация свыше 10% допускалась лишь с разрешения МВФ (см. International Monetary Fund). Механизм стабилизации валютных курсов в рамках Европейской валютной системы, упразненный в связи с введением евро, также был основан на режиме фиксированных паритетов (см. European Monetary System). Деловые и финансовые сообщества предпочитают систему относительно фиксированных курсов системе плавающих курсов, т.к. она позволяет им осуществлять торговые и финансовые операции на основе установленных валютных курсов, т.е. они могут заранее расчитать возможные прибыли или убытки. Основной недостаток такой системы заключается в том, что государственные структуры часто не торопятся менять валютный курс либо по политическим соображениям, либо по причине выбора иного способа решения проблемы регулирования платежного баланса. В этом случае фиксированный курс валюты выбивается из рамок основных рыночных тенденций, и открываются возможности для валютных спекуляций, что приводит к образованию потока «горячих» денег и дестабилизирует рыночные отношения. Центральный банк при этом вынужден затрачивать огромные средства из своих международных резервов, чтобы защитить паритет национальной валюты. Ср.: Floating exchange-rate system. См. Система гибкой фиксации валютных курсов
Система фиксированных валютных курсов (см. Fixed exchange-rate system), учрежденная Международным валютным фондом. В условиях такой системы валютные курсы «привязываются» к какой-либо одной валюте (чаще к доллару США), однако в случае необходимости их разрешается корректировать в сторону увеличе ния или уменьшения.
