аварийный класс
Набор условий, требующих осуществления аналогичного немедленного аварийного реагирования. Этот термин используется для передачи сообщений организациям, осуществляющим реагирование, и населению об уровне требующегося реагирования. События, относящиеся к данному классу аварийной ситуации, определяются в соответствии с критериями, специфическими для данной установки, источника или практической деятельности, которые в случае их превышения указывают на необходимость классификации на предписанном уровне. Для каждого класса аварийной ситуации заранее определяются начальные меры для организаций, осуществляющих реагирование. МАГАТЭ определяет три класса аварийной ситуации, а именно (в порядке возрастания тяжести ситуации) предупреждение об опасности, аварийная ситуация на территории площадки и общая аварийная ситуация. В алфавитном порядке это: аварийная ситуация на территории площадки {site area emergency}. Событие, приводящее к значительному понижению уровня защиты населения или персонала на площадке. Сюда входят: 1) значительное понижение уровня защиты активной зоны реактора или больших объемов отработавшего топлива; или 2) условия, в которых любые дополнительные отказы могут привести к повреждению активной зоны реактора или отработавшего топлива; или 3) высокие дозы на площадке. Когда объявляется аварийная ситуация на территории площадки, следует проводить подготовку, необходимую для принятия защитных мер за пределами площадки и контроля доз, получаемых персоналом на площадке. общая аварийная ситуация {general emergency}. Событие, приводящее к фактическому выбросу или существенной вероятности выброса, которые требуют осуществления срочных защитных мер за пределами площадки. Сюда входят: 1) фактическое или прогнозируемое повреждение активной зоны реактора или больших объемов отработавшего топлива; или 2) выбросы за пределами площадки, приводящие к дозам, превышающим уровни вмешательства для принятия срочных защитных мер в течение нескольких часов. Когда объявляется общая аварийная ситуация, рекомендуется незамедлительно принимать срочные защитные меры в отношении населения, проживающего в районе расположения установки. Предупреждение об опасности {alert}. Событие, связанное с неопределенным или существенным понижением уровня защиты населения или персонала на площадке. Когда объявляется предупреждение об опасности, повышается состояние готовности организаций, осуществляющих реагирование на площадке и за пределами площадки, и проводятся дополнительные оценки.
