deadweight loss
A permanent loss of well being to society that can occur when equilibrium for a good or service is not pareto optimal, (that at least one individual could be made better off without others being made worse off). Deadweight loss can be caused (though not necessarily) by monopoly pricing (or even pricing in markets with high fixed costs), externalities or taxes or subsidies.

4 DEADWEIGHT LOSS
Чистая потеря
Сокращениеизлишка потребителя и производителя в результате снижения производства продукта до уровня, который ниже оптимально эффективного уровня производства в условиях совершенной конкуренции. Рассмотрим график. В точке пересечения кривых спроса и предложения устанавливается равновесная рыночная цена OP, при которой потребительский излишек соответствует заштрихованной области ABP, а излишек производителя - области APO. Если объем производства сокращается с OQ до OQ1, тогда цена, по которой потребитель приобретает товар, повышается до уровня OP1, иизлишек потребителя сокращается на величину АСЕ. Одновременно цена реализации продукции снижается до уровня OP2, и излишек производителя уменьшается на сумму ADE. Чистая потеря в основном имеет место в условиях монополистического рынка, когда монополии преднамеренно ограничивают производство с целью удержания высоких цен. См. 9 CONSUMER SURPLUS
Излишек потребителя
Дополнительная полезность или удовлетворение, которое получает потребитель, приобретая товар по цене, которая в действительности ниже цены, которую он был готов заплатить за этот товар. Рассмотрим график. Излишек потребителя максимизируется только в условиях совершенной конкуренции, когда цена определяется спросом и предложением, и все потребители платят одинаковую цену. В других рыночных ситуациях (см. график (б)), где цена определяется, например, монополистом, ограничение предложения продукции на рынке и рост цен на нее приводит к потере части излишка потребителя (на графике - заштрихованная область PPmXE). Если бы монополист, осуществляющий ценовую дискриминацию, мог взимать разные цены с каждого отдельного потребителя, которые соответствовали бы максимальной сумме, которую потребитель был готов заплатить,то ему удалось бы присвоить весь излишек потребителя в виде дохода от продаж.
