Местный налог, рассчитываемый в виде процента от каждого фунта стерлингов стоимости подлежащего обложению налогом имущества, находящегося (или расположенного) в районе, на который распространяется контроль данного налогового органа. Процент с фунта стерлингов (poundage) ежегодно устанавливается налоговой администрацией в виде количества пенсов, которое должно быть выплачено с каждого фунта стерлингов стоимости подлежащего обложению налогом имущества. По Закону о местных налогах 1984 г. министр по вопросам окружающей среды имеет право ограничить налог, установленный местным органом власти для налогоплательщиков (этот процесс получил название установление предела налоговой ставки (rate capping). Величина облагаемой стоимости (rateable value) (или чистой годовой рентабельной стоимости (net annual rentable value)) исчисляется Департаментом налогов и сборов по каждому виду имущества путем вычитания некоторых допустимых затрат из той непомерно высокой ренты, которую могло бы принести это имущество. В Великобритании подобные виды налога были заменены общественным сбором (см.: poll tax (подушный налог)), на смену которому в свою очередь пришел муниципальный налог (council tax).
