Суверенитет потребителя
Право потребителя определять, какие товары и услуги следует производить, поскольку именно потребитель является их конечным покупателем. Иными словами, если спрос потребителя на товар растет, растет и производство этого товара. Из этого следует, что производитель является пассивным субъектом рынка, который всего лишь реагирует на потребности потребителя. Однако в условиях олигополии или монополии производители обладают такой сильной властью на рынке, что именно они определяют потребительский выбор. См. Система цен/рыночный механизм
Механизм взаимодействия покупателей и продавцов на рынке товаров и ресурсов, при помощи которого принимаются экономические решения о том, что производить, как производить и для кого производить. Рассмотрим схему.Ключевым элементом рыночной системы является фирма. Она осуществляет свою деятельность на рынках продуктов, где она реализует свои товары и услуги, и на рынках ресурсов, где она покупает факторы производства. Система цен объединяет оба эти рынка и организует наиболее эффективное распределение ресурсов в соответствии с потребительским спросом. Однако систему цен нельзя назвать абсолютно совершенной. Во-первых, реакция предложения на изменение потребительского спроса может быть очень медленной и болезненной, поскольку неэффективные фирмы долгое время продолжают оставаться на рынке, даже если они терпят убытки. Во-вторых, как с географической, так и с профессиональной точки зрения ресурсы на практике не столь мобильны, как это подразумевается в теории. В-третьих, рыночный механизм не может обеспечить некоторые коллективные блага (см. Collective products), такие как национальная оборона. В-четвертых, система учитывает только частные издержки производства и распределения продуктов, пренебрегая общественными издержками загрязнения окружающей среды (см. Externalities). Наконец, эффективность функционирования рыночного механизма в значительной степени зависит от структуры рынка продуктов и ресурсов. На рынках совершенной конкуренции система цен действует безупречно. Однако в условиях монополистического или олигополистического рынка ограничительные меры не позволяют фирмам свободно вступать в отрасль и выходить из нее. См. Гипотеза, основанная на том, что именно производители определяют, какие товары предлагать потребителям. Концепция была предложена Дж. Гелбрейтом (см. Galbraith, John). Он полагал, что крупные монополистические и олигополистические фирмы способны оказывать влияние на поведение потребителей посредством рекламы и продвижения на рынок своих новых товаров. Поскольку крупные производители могут формировать потребительский спрос, у них появляется возможность регулировать рыночный механизм по своему усмотрению. Этот вывод ставит под сомнение концепцию обычной последовательности (conventional sequence), согласно которой конкурентные фирмы всего лишь подчиняются потребностям потребителей (см.
