IOC as facilitator and arbitrator
Organization of the Games operations raises many issues requiring high-level resolution. The IOC's role includes that of a facilitator, and, where necessary, arbitrator, to constructively resolve any such issues thereby providing the highest level governance and coordination of all elements of the Games.
