Положение науки транзитологии о том, что реформы разных областей экономики тесно связаны, взаимно дополняют друг друга (комплементарность означает взаимодополняемость). Более того, иногда одна реформа невозможна при осуществлении другой, или без сопровождения другой реформой дает не те результаты, на которые рассчитывали реформаторы. Например, либерализация ценообразования правительством Ельцина-Гайдара безусловно потребовала полного реформирования прежней системы материально-технического снабжения производства, реформы налогообложения (включая введение нового налога на добавленную стоимость), импортно-экспортной деятельности предприятий и многого другого. Собственно, такая комплексность и определила то, что получило название «шоковой терапии». Между тем, сторонники градуализма полагали, что принцип комплементарности – аргумент в пользу их требования проводить постсоциалистические реформы постепенно, последовательно: проведя частную реформу посмотреть, что получилось, затем делать следующий шаг с учетом этих результатов и так далее. Тут – очевидное противоречие: именно шоковая терапия, исходно предполагающая комплексный, многосторонний подход, полнее соблюдает принцип комплементарности, нежели градуалистская или эволюционная стратегия постсоциалистического перехода.
