COMUNIDAD AUTÓNOMA In Spain the comunidades autónomas are any of the 19 administrative regions consisting of one or more provinces and having political powers devolved from Madrid, as stipulated by the 1978 Constitution. They have their own democratically elected parliaments, form their own cabinets and legislate and execute policies in certain areas such as housing, infrastructure, health and education, though Madrid still retains jurisdiction for all matters affecting the country as a whole, such as defence, foreign affairs and justice. The Comunidades Autónomas are: Andalucía, Aragón, Asturias, Islas Baleares, Canarias, Cantabria, Castilla y León, Castilla-La Mancha, Cataluña, Extremadura, Galicia, Madrid, Murcia, Navarra, País Vasco, La Rioja, Comunidad Valenciana, Ceuta and Melilla. The term Comunidades Históricas refers to Galicia, Catalonia and the Basque Country, which for reasons of history and language consider themselves to some extent separate from the rest of Spain. They were given a measure of independence by the Second Republic (1931-1936), only to have it revoked by Franco in 1939.
