(1792-1868) Стивенс, ТаддеусПолитический деятель, юрист. Начинал политическую карьеру как активист Антимасонской партии [ Anti-Masonic Party]; в 1833-41 - член законодательного собрания штата Пенсильвания. В 1849-53 и 1859-68 - член Палаты представителей [ House of Representatives] от штата Пенсильвания; избран в Конгресс как виг [ Whigs]; был среди учредителей Республиканской партии [ Republican Party] в штате. Лидер ее левого крыла во время Гражданской войны [ Civil War]. Как председатель Бюджетного комитета [ Ways and Means Committee] обеспечил финансовую поддержку военных действий северян. Выступал за проведение наступательных операций, за привлечение освобожденных рабов [ freedman] в армию Союза [ Union Army]. После окончания войны добился принятия в 1867 радикальных методов реконструкции [ Reconstruction] и введения военного правления на Юге как гарантии участия негров в выборах. Был в числе основных инициаторов законов о гражданских правах, Четырнадцатой [ Fourteenth Amendment] и Пятнадцатой [ Fifteenth Amendment] поправок к Конституции, а также создания Бюро по делам освобожденных негров [ Freedman's Bureau]. Принят в 1913 в рамках реформ администрации В. Вильсона [ Wilson, (Thomas) Woodrow]. Первый после Гражданской войны [ Civil War] законодательный акт, по которому тарифы на импорт были снижены, а по ряду товаров полностью отменены. Вводился режим свободной торговли между США и Филиппинами. Введение в действие закона было задержано в связи с началом первой мировой войны. Назван по имени инициатора, председателя Бюджетного комитета Палаты представителей [ Ways and Means Committee] конгрессмена О.
