В Англии в Средние века деревенским жителям разрешалось собирать дрова в лесах их хозяев с тем условием, что они будут рубить с деревьев только те ветки, которые можно достать a shepherd's crook (посохом) и отрубить a bill-hook (секачом, топориком). Позже это значение изменилось, и выражение стало обозначать достижение какой-либо цели любыми способами и средствами. Интересно отметить, что сначала это выражение означало законное достижение намеченной цели, в настоящее же время by hook or by crook означает, что желаемое или необходимое будет достигнуто любыми средствами, законными и незаконными.
