Организация, которой МОК не предоставил исключительных прав теле- и/или радиовещания для трансляции Игр на определенной территории. Эти организации могут быть аккредитованы на Играх по усмотрению МОК в категории «ENR». В качестве неуправомоченной вещательной организации такая организация и любое назначенное ею лицо будут иметь ограниченный доступ только на Игры в соответствии с «Правилами доступа новостных служб» МОК.

non-rights holding broadcast organization (ENR)
Organization that has not been granted the exclusive television and/or radio rights by the IOC to broadcast the Games in a particular territory. These organizations can be accredited at the Games, at the discretion of the IOC, under the category of "ENR". As a non-rights holding broadcast organization, the organization and every individual appointed by the organization will have restricted access only at the Games, as defined by the IOC’s "News Access Rules".

Когда МОК предоставляет организации исключительные права на телевизионную трансляцию Игр на определенной территории, ни одна другая организация не имеет права транслировать звук или изображение любых мероприятий Игр, в том числе спортивных соревнований, церемоний открытия, закрытия и награждения и других мероприятий (включая тренировки и интервью), которые происходят на объектах Игр на этой территории, сверх объема, допустимого правилами доступа новостных служб МОК.

news access rules
When exclusive television rights to broadcast the Games are granted by the IOC to an organization for a particular territory, no other organization may broadcast sound or images of any Games events, including sporting action, opening, closing and victory ceremonies, or other activities (including training and interviews) which occur at the Games venues in that territory, beyond that which is allowable under the IOC’s news access rules.
