док.банк., амер. закон "О национальных банках" (закон, в соответствии с которым создавалась система национальных банков, которые должны были выпускать банкноты единого образца; в соответствии с законом, национальные банки находились в частной собственности, но получали разрешение на осуществление банковских операций непосредственно от федерального правительства; для регулирования процесса создания национальных банков и контроля за их деятельностью в рамках Министерства финансов США было создано Управление контролера денежного обращения; банкноты, выпускавшиеся национальными банками, должны были оформляться по единому образцу, разным было только указываемое на банкноте название банка-эмитента; кроме этого закон подразумевал создание системы обязательных банковских резервов: национальные банки, должны были формировать резервы для обеспечения выпущенных банкнот и принятых вкладов; резервы могли состоять из собственно запасов денежных средств и остатков на счетах в крупных банках в финансовых центрах; также национальные банки в качестве обеспечения выпускаемых ими банкнот должны были приобретать государственные ценные бумаги; закон был принят в 1863 г. с целью упорядочения банковской системы — ранее на уровне штатов создавалось значительное число банков, которые выпускали банкноты собственного образца и принимали депозиты, но часто не обладали достаточной финансовой устойчивостью и вскоре банкротились; предполагалось, что принятие закона побудит банки штатов перерегистрироваться в качестве национальных банков; однако на практике многие банки штатов считали не выгодным действовать в соответствии с ограничениями, налагаемыми на операции национальных банков; в 1865 г. на банкноты, выпускаемые банками штатов по собственным образцам, был введен 10% налог, что позволило вытеснить эти банкноты из обращения)Syn:See:national bank 2) б), state bank 2) б), bank note 1) б), national bank notes, state bank notes, free banking, wildcat banking, Office of the Comptroller of the Currency, Department of the Treasury, reserve requirements, dual banking system, Federal Reserve Act* * *. .
