Один из двух основных законодательных актов о правилах голосования граждан США по почте. Его положения относятся к гражданам, постоянно проживающим за рубежом. Эти избиратели должны голосовать в том штате, где они проживали непосредственно перед отъездом из США, даже если после их отъезда прошел длительный период времени и у избирателя нет намерений возвращаться в данный штат. Большинство штатов разрешают таким избирателям участвовать в выборах только в федеральные органы власти.
