Унифицированная методология составления платежного баланса изложена в специальном руководстве МВФ (см.Ьа1апсе of payments manual). Платежный баланс - это система сводных обобщающих таблиц, показатели которых позволяют сравнить общую сумму доходов, поступивших в страну из-за рубежа, с общей суммой платежей, произведенных национальными резидентами (residents of an economy) за границей. При балансировании внешнеэкономических доходов и платежей учитываются не только коммерческие операции, но и продажа и покупка резервных активов, иностранная помощь и т.д. Платежный баланс состоит из следующих разделов: счет торгового баланса, платежи и поступления по услугам; трансфертные платежи; счет движения капиталов; счет резервных операций. Счет торгового баланса (balance of external trade) предназначен для регулирования расходов на приобретение импортных товаров в соответствии с доходами от экспорта. Платежи и поступления по услугам (см. exports of services) - это балансирование выручки от реализации за рубежом услуг (туризм, страхование, банковское дело, экспедиторские услуги) с затратами на их покупку за рубежом. Трансфертные платежи (unilateral transfers)-обобщение сведений о денежных средствах, переводимых за границу или получаемых резидентами страны безвозмездно, в том числе и иностранная помощь. Счеткапитала (capital account) составляется с целью балансирования притока и оттока инвестиционных средств.
