3 address
употребляется с прямым дополнением: to address an audience, to address a meeting. Предлог to следует за глаголом address в том случае, если глагол стоит в форме причастия 2-го: speech addressed to an audience, или когда глагол address употребляется с возвратным местоимением: to address oneself to a person.Difficulties of the English language (lexical reference) English-Russian dictionary > address

4 deliver
•• Deliver take (letters, parcels, goods, etc.) to houses, to the person(s) to whom they are addressed, to the buyers (A.S. Hornby).
Time: Do those murders [of two Royal Ulster Constabulary Policemen] suggest that Sinn Fein President Gerry Adams can no longer deliver? That is the question. I don’t think anyone yet knows whether he can deliver. If one of them is elected, your relations with them will be okay. They are well-meaning people but, as we say here, they don’t deliver.
[There are] doubts that the Russian government could deliver on its tough austerity package (Financial Times).
•• Теперь попробуем перевести еще одно предложение (из журнала Time): By coming to China in defiance of critics back home... Clinton had delivered big-time to his hosts. So what did Jiang bring to the party?
