Модель внутреннего и внешнего равновесия
Концепция, рассматривающая взаимодействие двух основных целей макроэкономической политики - достижение полной занятости и стабильности цен (внутреннего равновесия) с одной стороны, и равновесия платежного баланса (внешнего равновесия), с другой. Рассмотрим график. Вертикальная ось показывает соотношение цен на внешнем и внутреннем рынках, т.е. индекс конкурентоспособности страны на внешнем рынке. Чем выше значение индекса, тем больше экспорт страны и меньше ее импорт. На горизонтальной оси представлен внутренний реальный спрос. Две пересекающиеся кривые на графике представляют собой внешнее (АВ) и внутреннее (СD) равновесие. Кривая АВ - это восходящая линия, свидетельствующая о том, что при менее благоприятном соотношении внешних и внутренних цен внутренний спрос должен снижаться, чтобы сохранилось равновесие платежного баланса. Профицит платежного баланса возможен в ситуации, которая на графике представлена выше кривой АВ, дефицит - ниже кривой. Кривая СD имеет нисходящее направление, что говорит о том, что при менее благоприятном соотношении цен для сохранения полной занятости внутренний спрос необходимо удерживать на высоком уровне. Инфляция представлена зонами, расположенными над кривой СD, а безработица - под кривой. В точке пересечения кривых Е экономика находится в состоянии равновесия, во всех остальных точках - в состоянии дисбаланса. Это означает, что невозможно добиться одновременного решения сразу обеих макроэкономических задач. Для достижения стабилизации необходимо регулировать сразу несколько экономических параметров. Например, в зоне 1-2 необходимо сочетать дефляционную политику и ревальвацию; в зоне 3-4 - дефляционную политику и девальвацию; в зоне 5-6 - рефляционную политику и девальвацию; в зоне 7-8 - рефляционную политику и ревальвацию (см. Deflation, Reflation, Revaluation).

Ситуация, характеризующаяся долговременным равновесием платежного баланса страны. Ситуация на внутреннем рынке, характеризующаяся полной занятостью ресурсов и отсутсвием инфляции. Достижение полной занятости и стабильности цен - две наиболее важные цели государственной макроэкономической политики, однако на практике трудно добиться их одновременного достижения (см. Равновесие платежного баланса
Состояние платежного баланса, характеризующееся соответствием стоимости расходов и инвестиций страны за границей и стоимости расходов и инвестиций других государств в этой стране на протяжении ряда лет. Практически вероятность достижения равновесия платежного баланса крайне мала. Обычно страна сталкивается либо с дефицитом, либо с профицитом платежного баланса. Если неравновесие невелико, его можно легко урегулировать. Необходимо опасаться лишь устойчивого нарушения равновесия - хронического дисбаланса (см. Fundamental disequilibrium). Существуют три основных способа регулирования платежного баланса: 1) Регулирование валютного курса: девальвация/ревальвация (см. Devaluation, Revaluation) отдельных валют с целью снижения/повышения стоимости экспорта или повышения/снижения стоимости импорта в валютном выражении; 2) Регулирование цен и доходов на внутреннем рынке с помощью дефляционной и рефляционной денежной и налоговой политики (см. Deflation, Reflation) в целях изменения цен на продукцию отечественного производства по сравнению с ценами на продукцию иностранного производства. Такие меры позволяют сделать экспорт относительно дешевле/дороже, а импорт дороже/дешевле в валютном выражении; 3) Торговые и валютные ограничения: использование тарифов, квот, валютного контроля и т.д. 9 DEVALUATION

Девальвация
Государственная политика, направленная на снижение курса национальной валюты относительно курсов других валют в условиях системы фиксированных валютных курсов. Государственные органы прибегают к девальвации, когда необходимо устранить дефицит платежного баланса - сделать более дорогостоящим (в национальной валюте) импорт, сокращая спрос на него, и удешевить ( в национальной валюте) экспорт, стимулируя экспортный спрос. Эффективность политики девальвации зависит от ряда факторов. Во-первых, от чувствительности импортного и экспортного спроса к изменению цен, т.е. от ценовой эластичности спроса. Если внешнеторговый оборот невелик, т.е. спрос неэластичен, то не произойдет его заметного изменения, и девальвация может только усугубить ситуацию. Если же спрос на экспорт и импорт является эластичным, тогда изменение объема торговли будет способствовать уравновешиванию платежного баланса. Равновесие платежного баланса восстановится, если суммарная эластичность экспорта и импорта больше единицы (см. Marshall-Lerner condition). Во-вторых, от наличия ресурсов, которые можно быстро переместить из других секторов экономики в отрасли, производящие экспортную продукцию, или продукцию, замещающую импорт. Если в экономике страны уже задействованы практически все ресурсы, приходится сокращать внутренний спрос или изменять его при помощи дефляционной политики для обеспечения возможности перемещения ресурсов. И, наконец, в длительной перспективе, от регулирования темпов инфляции - рост цен внутри страны не должен опережать темпы инфляции в других странах. Обесценение валюты увеличивает стоимость импорта необходимых видов сырья и продуктов питания, что может вызвать рост издержек отечественных производителей и стоимости жизни. Это в свою очередь может привести к росту цен и заработной платы, что вызывает необходимость вновь проводить девальвацию для сохранения ценовой конкурентоспособности. Ср.: Revaluation. См. Безработица
Неполное использование трудовых ресурсов (и капитала), в результате чего реальный объем производства в стране (см. Actual Gross National Product) не превышает уровень потенциального валового национального продукта (см. Potential Gross National Product). Сокращение безработицы и достижение полной занятости ресурсов - одна из целей макроэкономической политики государства. В зависимости от причин возникновения безработицы различают циклическую безработицу, вызванную недостаточным спросом, структурную безработицу, обусловленную изменением структуры спроса, и естественную безработицу, обусловленную изменением предложения. Рассмотрим графики. Циклическая безработица возникает в том случае, когда совокупный спрос ниже совокупного предложения в условиях полной занятости ресурсов. В модели равновесного уровня национального дохода (график (а)) равновесный национальный доход равен величине Y1, т.е. он ниже в сравнении с величиной национального дохода Y2 при полной занятости, что обусловлено сокращением расходов, равным величине дефляционного разрыва XZ (см. Deflationary gap). Традиционный способ справиться с ситуацией - увеличить расходы с помощью мер рефляционной налоговой и денежно-кредитной политики, направленных на изменение спроса с AD1 до AD2 (см. Demand management). Безработицу, обусловленную дефицитом спроса, часто называют вынужденной безработицей (см. Involuntary unemployment). Структурная безработица возникает в результате сокращения спроса на отдельные продукты на протяжении длительного времени, что приводит к свертыванию производства. В Великобритании такая ситуация наблюдалась в угледобывающей, кораблестроительной и текстильной отраслях промышленности. Эти отрасли сосредоточены в определенных районах страны, что может вызвать региональную безработицу, т.к. упадок этих отраслей приводит в свою очередь к снижению спроса на продукцию местных производителей и сокращению расходов во всем регионе (см. Multiplier). Кроме того, сезонные изменения спроса также могут приводить к потере (и созданию) рабочих мест, как, например, это происходит в туристическом бизнесе. Безработица, вызванная изменением предложения, может быть нескольких видов. Во-первых, это технологическая безработица (см. Technological unemployment), обусловленная внедрением новых технологий, способствующих повышению производительности труда, что приводит к сокращению количества рабочих мест или исчезновению некоторых профессий. Во-вторых, это фрикционная безработица (см. Frictional unemployment), связанная с поисками работы, ожиданием и перемещением с одного места работы на другое. В-третьих, это добровольная безработица (см. Voluntary unemployment) среди тех, у кого нет стимула или необходимости работать. И, наконец, это классическая безработица (classical unemployment), возникающая когда реальные ставки заработной платы завышены (график (б)). Если заработная плата увеличивается с W до W1 (например, в результате введения минимальной ставки оплаты труда или действий профсоюзов), образуется безработица, равная Q1Q2. Безработица может также возникать по причине внешней конкуренции в странах, которые в значительной степени вовлечены в международную торговлю. Если страна производит большое количество товаров, долгосрочный спрос в мире на которые падает, или если ей не удается вложить средства в производство новых продуктов или современное оборудованиие, ее ценовая и неценовая конкурентоспособность по сравнению с зарубежными производителями снижается. Это может привести к постепенному замещению продукции отечественного производства более дешевой импортной продукцией (см. Import penetration) и росту безработицы. Существуют разные способы борьбы с безработицей. Государство может использовать методы стимулирования инвестиций (см. Investment incentives) для поддержки новых и уже существующих компаний, что поможет справиться со структурной и технологической безработицей (см. Industrial policy). Политику стимулирования можно также направить на устранение региональной безработицы путем поощрения инвестиций в развитие кризисных регионов (см. Regional policy). Могут также помочь субсидии на жилье и переезд в другой город, оплата обучения и переподготовки и др. Государственная помощь организациям, принимающим на работу инвалидов, может смягчить вынужденную безработицу, а справиться с добровольной безработицей можно путем изменения системы социального обеспечения, которая стимулировала бы людей к поиску работы. Наконец, можно снизить уровень классической безработицы, придавая большую гибкость рынку труда путем ограничения деятельности профсоюзов (см. Restrictive labour practices). Все эти меры в совокупности способны повысить эффективность использования ресурсов в экономике страны, улучшая таким образом производственный потенциал и конкурентоспособность страны. См. Ревальвация
Государственная политика, направленная на повышение курса национальной валюты относительно курсов других валют в условиях системы фиксированных валютных курсов. Власти проводят мероприятия по ревальвации, когда необходимо уменьшить профицит платежного баланса и сократить чрезмерные запасы валютных резервов. Ревальвация удешевляет импорт в национальной валюте, а экспорт становится более дорогим, что стимулирует спрос на импорт и сокращает спрос на экспорт. Эффективность политики ревальвации зависит от реакции экспорта и импорта на изменение относительных цен, т.е. от ценовой эластичности спроса на экспорт и импорт. Если спрос неэластичен, объемы торговли существенно не изменятся, и ревальвация может даже привести к еще большему профициту. Однако, если спрос эластичен, изменение объемов торговли будет способствовать устранению профицита. Равновесие платежного баланса восстановится, если сумма эластичностей спроса на импорт и экспорт будет больше единицы (условие Маршалла-Лернера (см. Marshall-Lerner condition)). Результат политики ревальвации также зависит от реакции отечественных производителей и эффекта других мероприятий правительства, например, регулирования уровня инфляции. Ревальвация выгодна импортерам, поскольку импортные цены становятся более конкурентоспособными, однако ставит в затруднительное положение отечественных производителей, вынуждая их снижать цены на свою продукцию и стимулировать сбыт. Компания-экспортер часто принимает решение не повышать цены, довольствуясь более низкой маржой прибыли ради того, чтобы сохранить свою долю на рынке. Таким образом, в краткосрочном периоде ревальвация способна снизить рентабельность компании и осложнить ее конкурентное положение. Чтобы сохранить конкурентоспособность на международных рынках, компания вынуждена сокращать издержки путем повышения производительности и осуществлять дифференциацию продукции. Ср.: Devaluation. См.
