Это выражение появилось в начале XX в. и обозначает принцип награждения, назначения на должности и т. п. по порядковому номеру, а не по заслугам. Таким образом, награда (медаль или другое отличие) выдавалась официальному лицу не за особые заслуги, а просто потому, что этот чиновник был первым в списке работников определённого государственного учреждения. Или, например, контракт на строительство государственных офисов давался определённому лицу не потому, что он был достойнее других, а потому, что он не получал подобного контракта в течение последних нескольких лет. Фамилия Buggins была выбрана случайно, никакой реальный Buggins не имелся в виду. -
