сокр ARCНезависимое государственное агентство [ independent agency], занимающееся вопросами социально-экономического развития Аппалачского региона [ Appalachia], который включает территорию 13 штатов. Членами комиссии являются губернаторы этих штатов или их представители; председатель назначается президентом "по совету и с согласия" [ advice and consent] Конгресса США. Создано по Закону о развитии Аппалачского региона [Appalachian Regional Development Act of 1965] (в 60-е годы XX в. регион значительно отставал от остальной части страны по уровню жизни населения, уровню развития здравоохранения, образования, транспортной инфрастуктуры и т.д.), Комиссии удалось добиться значительных успехов. Регион на южных склонах Аппалачей [ Appalachian Mountains], в течении долгого времени находившийся в тяжелом экономическом положении из-за сильной зависимости от добычи здесь угля. Включает участки 355 графств (округов) [ county] 13 штатов. Население региона около 13 млн. человек. Впервые на проблемы региона обратил внимание Дж. Ф. Кеннеди [ Kennedy, John Fitzgerald (JFK)]. В 1965, когда была создана Аппалачская региональная комиссия [ Appalachian Regional Commission], Конгресс выделил 1,2 млрд. долларов на перестройку экономики и улучшение условий жизни жителей региона. К 1981 расходы федерального правительства на улучшение состояния региона и попытки освободить его экономику от зависимости от угледобычи составили 15 млрд. долларов
