Обобщенный термин, объединяющий известные термины: материальные (потребительские и производственные) Б., духовные Б., капитальные Б., а также менее распространенный термин – природные Б. Следовательно, их можно определить как некоторые объекты, имеющие положительную общественную полезность, в отличие, например, от безвозвратных отходов производства, загрязнений среды и им подобных, несущих обществу не благо, а вред. (Ср. Дефицитность благ, Экономические блага.) Материальные потребительские Б., представленные на рынке (т.е. товары), по характеру потребления делятся на три большие группы. В первую входят те Б., которые отличаются разовым характером потребления, т.е. это продукты питания и некоторые промышленные товары. Причем поскольку экономико-математические модели обычно строятся с годовыми интервалами как основной единицей времени, то к первой группе относятся все те предметы (фактически совсем не обязательно относящиеся к предметам разового применения), срок использования которых ограничен годом. Поэтому, например, к ним обычно с известной долей условности относят и одежду, обувь, белье. Вторая группа – это предметы длительного пользования – холодильники, стиральные машины, мебель, автомашины и т.д. В третью группу входят услуги – для них момент производства и момент потребления совпадают во времени. С точки зрения характера объекта потребления благ, их можно разделить на Б. личного пользования, коллективного пользования и общественного пользования; будучи присвоенными экономическим объектом, они становятся соответственно личной, коллективной и общественной (общегосударственной) собственностью. По другой терминологии их соответственно называют: личные блага, коллективные блага, общественные блага. Общее правило: чем выше доходы населения, тем больше покупается благ, и наоборот. Те товары и услуги, которые, подчиняются этому правилу, называются нормальными благами, другие же, спрос на которые падает с ростом доходов населения — низшими, низкокачественными благами (см., Гиффина товары). Наконец, с точки зрения характера использования полезности благ можно выделить: 1) Б. «конкурентные» (если такое Б. получил один объект, оно уже не достается другому; таково большинство предметов личного потребления); 2) Б. «неконкурентные» – ими пользуются все потребители в равной мере, независимо друг от друга; (например, многие природные Б. или, что очень актуально, нематериальные активы, такие как доступ к Интернету или социальным сетям); 3) Б. смешанного использования, эффективность которых используется как непосредственно лицами (или коллективами), которые их присваивают, так и коллективами (или обществом) в целом. Например, прививки определенным группам населения приносят им непосредственную пользу, но одновременно снижают вероятность заболеваний людей, их окружающих (См. также Внешняя экономия, внешние эффекты, Гиффена товары, Капитальные блага, Нормальные блага, Общественные блага).
