1913-1988Guionista y productor, forma tandem con Norman Panama, con quien dirige siete peliculas, la mayor parte comedias. La relacion entre ambos viene de antiguo, cuando, siendo universitarios, deciden es cribir para la escena. Lo hacen para las comedias musicales de Broadway y despues para la radio contratados por Bob Hope. Son contratados posteriormente por la Paramount como guionistas. Su debut como directores tiene lugar en 1950 con la comedia romantica The Reformer and the Redhead. A partir de 1959, Frank se establece por su cuenta y continua dirigiendo y escribiendo los guiones de sus peliculas.
