    He was the eldest son of Lieutenant-General Sir William Congreve, Colonel Commandant of the Royal Artillery, Superintendent of Military Machines and Superintendent Comptroller of the Royal Laboratory at Woolwich, and the daughter of a naval officer. Congreve passed through the Naval Academy at Woolwich and in 1791 was attached to the Royal Laboratory (formerly known as the Woolwich Arsenal), of which his father was then in command. In the 1790s, an Indian prince, Hyder Ali, had had some success against British troops with solid-fuelled rockets, and young Congreve set himself to develop the idea. By about 1806 he had made some 13,000 rockets, each with a range of about 2 km (1¼ miles). The War Office approved their use, and they were first tested in action at sea during the sieges of Boulogne and Copenhagen in 1806 and 1807 respectively. Congreve was commissioned to raise two companies of rocket artillery; in 1813 he commanded one of his rocket companies at the Battle of Leipzig, where although the rockets did little damage to the enemy, the noise and glare of the explosions had a considerable effect in frightening the French and caused great confusion; for this, the Tsar of Russia awarded Congreve a knighthood. The rockets were similarly effective in other battles, including the British attack on Fort McHenry, near Baltimore, in 1814; it is said that this was the inspiration for the lines "the rocket's red glare, the bombs bursting in air" in Francis Scott Key's poem The Star Spangled Banner, which became the United States' national anthem.
    Congreve's father died in 1814, and he succeeded him in the baronetcy and as Comptroller of the Royal Laboratory and Superintendent of Military Machines, holding this post until his death. For the last ten years of his life he was Member of Parliament for Plymouth, having previously represented Gatton when elected for that constituency in 1812.

    English engineer, first locomotive superintendent of the Great Western Railway and pioneer of transatlantic electric telegraphy.

    Gooch gained experience as a pupil with several successive engineering firms, including Vulcan Foundry and Robert Stephenson \& Co. In 1837 he was engaged by I.K. Brunel, who was then building the Great Western Railway (GWR) to the broad gauge of 7 ft 1/4 in. (2.14 m), to take charge of the railway's locomotive department. He was just 21 years old. The initial locomotive stock comprised several locomotives built to such extreme specifications laid down by Brunel that they were virtually unworkable, and two 2–2–2 locomotives, North Star and Morning Star, which had been built by Robert Stephenson \& Co. but left on the builder's hands. These latter were reliable and were perpetuated. An enlarged version, the "Fire Fly" class, was designed by Gooch and built in quantity: Gooch was an early proponent of standardization. His highly successful 4–2–2 Iron Duke of 1847 became the prototype of GWR express locomotives for the next forty-five years, until the railway's last broad-gauge sections were narrowed. Meanwhile Gooch had been largely responsible for establishing Swindon Works, opened in 1843. In 1862 he designed 2–4–0 condensing tank locomotives to work the first urban underground railway, the Metropolitan Railway in London. Gooch retired in 1864 but was then instrumental in arranging for Brunel's immense steamship Great Eastern to be used to lay the first transatlantic electric telegraph cable: he was on board when the cable was successfully laid in 1866. He had been elected Member of Parliament for Cricklade (which constituency included Swindon) in 1865, and the same year he had accepted an invitation to become Chairman of the Great Western Railway Company, which was in financial difficulties; he rescued it from near bankruptcy and remained Chairman until shortly before his death. The greatest engineering work undertaken during his chairmanship was the boring of the Severn Tunnel.

    English pioneer in mail transport.

    He was the son of a brewer and maltster and part-owner of a theatre in Bath. In his early 20s his father sent him to London to organize the petition for a licence for the Orchard Street theatre, which was granted in 1768. He then organized a series of post-chaises to transport ac-tors between this and another theatre in Bristol in which his father also had an interest. By 1782 he had ready a plan for a countrywide service of mail coaches to replace the existing arrangements of conveying the mail by post-boys and -girls mounted on horseback who were by law compelled to carry the mail "at a Rate of Six Miles in the Hour at least" on penalty of one month's hard labour if found loitering. Lord Camden, Member of Parliament for Bath, put Palmer's plan before Prime Minister Pitt, who approved of it. An experimental run was tried on 2 August 1782, a coach leaving Bristol at 4 pm and arriving in London at 8 am the next morning, to return the following night from London at 8 pm and reaching Bristol at 10 am. In March 1785 the Norwich Mail Coach was started and during that year services were started to Portsmouth, Dover, Exeter, Leeds, Manchester, Liverpool, Birmingham, Shrewsbury, Chester, Holyhead, Worcester, South Wales and Milford Haven. A feature of importance was that each mail coach was accompanied by an armed guard. In August 1786 Palmer was appointed Surveyor and Comptroller-General of the Post Office at a salary of £1,500 per annum and a bonus depending on all revenue over £300,000 each year. The popularity of the new service is shown by the feet that by 1813 his 2 1/2 per cent bonus came to £50,000. Due to the intrigues of his deputy, he was removed from office, but he was given a pension of £3,000 a year. He received the freedom of some eighteen towns, was made Mayor of Bath and represented that constituency in Parliament four times.
