As in so many other activities of Portugal and its people, in historic commemorative work, the past always seems present. For more than a century, Portugal has planned and sponsored a variety of historic commemorations related to the glorious Age of Discoveries era of historic Portugal. The Columban centenary commemorations, involving Spain and Italy in particular, have gained greater world attention, Portugal, nevertheless, has a history of her own commemorations.Whatever the political ideology of the governmental system involved, Portugal's historic commemorations have been continuous and well-planned, and have sought to stir national pride as well as regime loyalty. Portugal's official efforts in public commemoration date at least back to 1880, when the Portuguese celebrated the 300th anniversary of the death of the national epic poet, Luís de Camões. Others followed that sought to arouse national remembrance and encourage notions of national revival, by focusing either on biographical or national discovery dates. The next major commemoration was in 1894, when Portugal commemorated the 500th anniversary of the birth in 1394 of Prince Henry of Aviz (Prince Henry the Navigator) and, in 1897-99, the 400th anniversary of Vasco da Gama's discovery of the sea route to India.The 20th century has seen the most elaborate and publicized historic commemorations for Portugal. Besides its extensive propaganda program beginning in the 1930s, the Estado Novo put considerable effort into extensive historic commemorations, with the purpose of encouraging national pride and international respect, as well as regime loyalty. At least three national commemorations are worthy of note here, although scores of other events were held on a smaller scale. From June to December 1940, Portugal held the grand Double Centenary celebrations, which celebrated Portugal's emergence as an independent monarchy and state in 1140 (800 years) and the restoration of independence from Spain in 1640 (300 years). More than five months of activities included expensive publications of books and tourist materials, exhibits, academic conferences, and an outstanding Lisbon "world's fair" known as the "Exposition of the Portuguese World," staged at Belém, in front of the Monastery of Jerónimos, and involving the unveiling for the first time of the new Monument of the Discoveries.Two other commemorations of the Estado Novo deserve mention: the 1947 celebration of the 800th anniversary of the Portuguese taking of Lisbon (1147) from Moorish forces and the 1960 commemoration activities marking the 500th anniversary of the death of the central figure of the Portuguese Discoveries, Prince Henry the Navigator. The latter set of events took place during a time of political sensitivity, when the government's African policy was under strong international pressures.Since the Revolution of 25 April 1974, democratic Portugal has put substantial resources into commemorating various persons and events of the Age of Discoveries. In 1980, Portugal's scholars celebrated the 400th anniversary of the death of the national poet Camões in many books, articles, exhibits, and conferences. But this would all be overshadowed by the celebration of the 500th anniversary of the Portuguese Discoveries, which would run from 1988 to 2000. This elaborate effort involved the establishment of a government agency, the National Committee for the Commemoration of the Portuguese Discoveries, headed by one of Portugal's most eminent scholars on the subject, Dr. Vasco Graça Moura. Commemoration began in 1988 with the celebration and reenactment of the 1488 voyage of navigator Bartolomeu Dias from Lisbon to beyond the Cape of Good Hope, in South Africa. The 12-year cycle, the longest Discoveries commemorations of any century and of any Western country, put the 1992 Columban Quincentenary events somewhat in the shade.Between May and October 1998, Portugal held Expo '98 in Lisbon, a world's fair that was keyed to the celebration of the 500th anniversary of Vasco da Gama's discovery of an all-water route to India in 1498. The Community of Portuguese Language Countries (Comunidade dos Paises de Língua Portuguesa, CPLP) was founded at a meeting of presidents and other leaders of the Lusophone (Portuguese-speaking) countries at Belém, Portugal, 17 July 1996. That meeting, a constituent summit, brought together leaders of the seven countries whose official language is Portuguese: Portugal, Brazil, Angola, Mozambique, Guinea- Bissau, Cape Verdes, São Tomé, and Príncipe. Belém, this cultural summit's venue, held a symbolic, historical significance for the conferees since they met only a short distance from the historic Tower of Belém and from the embarkation point of Vasco da Gama's 1497-99 voyage, which pioneered an all-water route from Portugal to India.The Community of Portuguese Language Countries did not experience an easy birth. Despite earlier postponements, the July 1996 Summit was successful, but some key issues divided the membership. Several members, most notably, Brazil, showed scant interest in the project. Further, while the language question—the common use of Portuguese—was intended to be a unifying element, sometimes language issues were divisive. For example, West African CPLP member Guinea-Bissau has joined a Francophone (French-speaking) community in West Africa, and the use of Portuguese is giving way there to that of French. Also, a more important CPLP member, Mozambique, has effectively joined The Commonwealth, an Anglophone community, since its principal neighbors in southern Africa are Anglophone. SUBJECT AREA: Textiles[br]b. 6 January 1739 Stewarton, Ayrshire, Scotlandd. 17 March 1806 Glasgow, Scotland[br]Scottish developer of a large textile business in find around Glasgow, including the cotton-spinning mills at New Lanark.[br]David Dale, the son of a grocer, began his working life by herding cattle. His connection with the textile industry started when he was apprenticed to a Paisley weaver. After this he travelled the country buying home-spun linen yarns, which he sold in Glasgow. At about the age of 24 he settled in Glasgow as Clerk to a silk merchant. He then started a business importing fine yarns from France and Holland for weaving good-quality cloths such as cambrics. Dale was to become one of the pre-eminent yarn dealers in Scotland. In 1778 he acquired the first cotton-spinning mill built in Scotland by an English company at Rothesay on the Isle of Bute. In 1784 he met Richard Arkwright, who was touring Scotland, and together they visited the Falls of the Clyde near the town of Lanark. Arkwright immediately recognized the potential of the site for driving water-powered mills. Dale acquired part of the area from Lord Braxfield and in 1785 began to build his first mill there in partnership with Arkwright. The association with Arkwright soon ceased, however, and by c.1795 Dale had erected four mills. Because the location of the mills was remote, he built houses for the workers and then employed pauper children brought from the slums of Edinburgh and Glasgow; at one time there were over 400 of them. Dale's attitude to his workers was benevolent and humane. He tried to provide reasonable working conditions and the mills were well designed with a large workshop in which machinery was constructed. Dale was also a partner in mills at Catrine, Newton Stewart, Spinningdale in Sutherlandshire and some others. In 1785 he established the first Turkey red dye works in Scotland and was in partnership with George Macintosh, the father of Charles Macintosh. Dale manufactured cloth in Glasgow and from 1783 was Agent for the Royal Bank of Scotland, a lucrative position. In 1799 he was persuaded by Robert Owen to sell the New Lanark mills for £60,000 to a Manchester partnership which made Owen the Manager. Owen had married Dale's daughter, Anne Caroline, in 1799. Possibly due in part to poor health, Dale retired in 1800 to Rosebank near Glasgow, having made a large fortune. In 1770 he had withdrawn from the established Church of Scotland and founded a new one called the "Old Independents". He visited the various branches of this Church, as well as convicts in Bridewell prison, to preach. He was also a great benefactor to the poor in Glasgow. Robert, the younger, injured his digestion as a child by drinking some scalding hot "flummery", which affected him for the rest of his life. He developed a passion for reading and through this visited London when he was 10 years old. He started work as a pedlar for someone in Stamford and then went to a haberdasher's shop on old London Bridge in London. Although he found the work there too hard, he stayed in the same type of employment when he moved to Manchester.In Manchester Owen soon set up a partnership for making bonnet frames, employing forty workers, but he sold the business and bought a spinning machine. This led him in 1790 into another partnership, with James M'Connel and John Kennedy in a spinning mill, but he moved once again to become Manager of Peter Drink-water's mill. These were all involved in fine spinning, and Drinkwater employed 500 people in one of the best mills in the city. In spite of his youth, Owen claims in his autobiography (1857) that he mastered the job within six weeks and soon improved the spinning. This mill was one of the first to use Sea Island cotton from the West Indies. To have managed such an enterprise so well Owen must have had both managerial and technical ability. Through his spinning connections Owen visited Glasgow, where he met both David Dale and his daughter Anne Caroline, whom he married in 1799. It was this connection which brought him to Dale's New Lanark mills, which he persuaded Dale to sell to a Manchester consortium for £60,000. Owen took over the management of the mills on 1 January 1800. Although he had tried to carry out social reforms in the manner of working at Manchester, it was at New Lanark that Owen acquired fame for the way in which he improved both working and living conditions for the 1,500-strong workforce. He started by seeing that adequate food and groceries were available in that remote site and then built both the school and the New Institution for the Formation of Character, which opened in January 1816. To the pauper children from the Glasgow and Edinburgh slums he gave a good education, while he tried to help the rest of the workforce through activities at the Institution. The "silent monitors" hanging on the textile machines, showing the performance of their operatives, are famous, and many came to see his social experiments. Owen was soon to buy out his original partners for £84,000.Among his social reforms were his efforts to limit child labour in mills, resulting in the Factory Act of 1819. He attempted to establish an ideal community in the USA, to which he sailed in 1824. He was to return to his village of "Harmony" twice more, but broke his connection in 1828. [br]b. 19 October 1851 Brighton, Englandd. 20 May 1937 Brighton, England[br]English pioneer in the use of electric power; built the first electric railway in the British Isles to operate a regular service.[br]Volk was the son of a German immigrant clockmaker and continued the business with his mother after his father died in 1869, although when he married in 1879 his profession was described as "electrician". He installed Brighton's first telephone the same year and in 1880 he installed electric lighting in his own house, using a Siemens Brothers dynamo (see Siemens, Dr Ernst Werner von) driven by a Crossley gas engine. This was probably one of the first half-dozen such installations in Britain. Magnus Volk \& Co. became noted electrical manufacturers and contractors, and, inter alia, installed electric light in Brighton Pavilion in place of gas.By 1883 Volk had moved house. He had kept the dynamo and gas engine used to light his previous house, and he also had available an electric motor from a cancelled order. After approaching the town clerk of Brighton, he was given permission for a limited period to build and operate a 2 ft (61 cm) gauge electric railway along the foreshore. Using the electrical equipment he already had, Volk built the line, a quarter of a mile (400 m) long, in eight weeks. The car was built by a local coachbuilder, with the motor under the seat; electric current at 50 volts was drawn from one running rail and returned through the other.The railway was opened on 4 August 1883. It operated regularly for several months and then, permission to run it having been renewed, it was rebuilt for the 1884 season to 2 ft 9 in. (84 cm) gauge, with improved equipment. Despite storm damage from time to time, Volk's Electric Railway, extended in length, has become an enduring feature of Brighton's sea front. In 1887 Volk made an electric dogcart, and an electric van which he built for the Sultan of Turkey was probably the first motor vehicle built in Britain for export. In 1896 he opened the Brighton \& Rottingdean Seashore Electric Tramroad, with very wide-gauge track laid between the high-and low-tide lines, and a long-legged, multi-wheel car to run upon it, through the water if necessary. This lasted only until 1901, however.
