41 voter registration
Обязательная предварительная процедура, проводимая в каждом штате с целью учета избирателей и предотвращения махинаций на выборах. Впервые введена в 1800 в штате Массачусетс. К началу XX в. соответствующие законы были приняты в большинстве штатов. Тем не менее до середины 1960-х подушный избирательный налог [ poll tax], угрозы и насилие фактически лишали негритянское население в южных штатах возможности регистрироваться для участия в выборах, несмотря на принятие Пятнадцатой поправки [ Fifteenth Amendment], формально предоставившей ему право голоса.
