1. La Cour constitutionnelle de la Fédération de Russie est composée de 19 juges.2. La Cour constitutionnelle de la Fédération de Russie à la demande du Président de la Fédération de Russie, du Conseil de la Fédération, de la Douma d'Etat, d'un cinquième des membres du Conseil de la Fédération ou des députés à la Douma d'Etat, du Gouvernement de la Fédération de Russie, de la Cour suprême de la Fédération de Russie et de la Cour supérieure d'arbitrage de la Fédération de Russie, des organes du pouvoir législatif et exécutif des sujets de la Fédération de Russie, statue sur la conformité à la Constitution de la Fédération de Russie:a) des lois fédérales, des actes normatifs du Président de la Fédération de Russie, du Conseil de la Fédération, de la Douma d'Etat, du Gouvernement de la Fédération de Russie;b) des Constitutions des républiques, des statuts ainsi que des lois et des autres actes normatifs des sujets de la Fédération de Russie adoptés sur les questions relevant de la compétence des organes du pouvoir d'Etat de la Fédération de Russie et de la compétence conjointe des organes du pouvoir d'Etat de la Fédération de Russie et des organes du pouvoir d'Etat des sujets de la Fédération de Russie; c) des accords entre les organes du pouvoir d'Etat de la Fédération de Russie et les organes du pouvoir d'Etat des sujets de la Fédération de Russie, des accords entre les organes du pouvoir d'Etat des sujets de la Fédération de Russie; d) des traités internationaux de la Fédération de Russie non entrés en vigueur.3. La Cour Constitutionnelle de la Fédération de Russie règle les conflits de compétence:a) entre les organes fédéraux du pouvoir d'Etat;b) entre les organes du pouvoir d'Etat de la Fédération de Russie et les organes du pouvoir d'Etat des sujets de la Fédération de Russie; c) entre les organes supérieurs d'Etat des sujets de la Fédération de Russie.4. la Cour Constitutionnelle de la Fédération de Russie, pour les recours relatifs à la violation des droits et libertés constitutionnels des citoyens et à la demande des tribunaux, vérifie la constitutionnalité de la loi appliquée ou applicable dans un cas concret selon la procédure fixée par la loi fédérale.5. La Cour Constitutionnelle de la Fédération de Russie à la demande du Président de la Fédération de Russie, du Conseil de la Fédération, de la Douma d'Etat, du Gouvernement de la Fédération de Russie, des organes du pouvoir législatif des sujets de la Fédération de Russie donne l'interprétation de la Constitution de la Fédération de Russie. 6. Les actes ou leurs dispositions particulières reconnus non constitutionnels cessent d'avoir effet; les traités internationaux de la Fédération de Russie non conformes à la Constitution de la Fédération de Russie n'entrent pas en vigueur et ne sont pas appliqués. 7. La Cour Constitutionnelle de la Fédération de Russie, à la demande du Conseil de la Fédération, donne un avis sur le respect de la procédure établie relative à la mise en accusation du Président de la Fédération de Russie pour haute trahison ou une autre infraction grave. __________ <На английском языке см.
