72 equal opportunities
HRthe granting of equal rights, privileges, and status regardless of gender, age, race, religion, disability, or sexual orientation. Equality in employment is regulated by law in most Western countries. An organizational equal opportunities policy works to go further than the regulatory framework demands. Such a policy should focus on preventing discriminatory or harassing behavior in the workplace and achieving equal access to training, job, and promotion opportunities. Affirmative action, which is referred to as positive discrimination in the United Kingdom, is a controversial approach to encouraging the advancement of minorities. Diversity management builds on and goes beyond equal opportunities by looking at the rights of individuals rather than groups. -
73 facilitation
HRthe process of helping groups, or individuals, to learn, find a solution, or reach a consensus, without imposing or dictating an outcome. Facilitation works to empower individuals or groups to learn for themselves or find their own answers to problems without control or manipulation. Facilitators need good communication skills, including listening, questioning, and reflecting. Facilitation is used in a range of contexts including training, experiential learning, conflict resolution, and negotiation. -
74 Clerk, Sir Dugald
[br]b. 31 March 1854 Glasgow, Scotlandd. 12 November 1932 Ewhurst, Surrey, England[br]Scottish mechanical engineer, inventor of the two-stroke internal combustion engine.[br]Clerk began his engineering training at about the age of 15 in the drawing office of H.O.Robinson \& Company, Glasgow, and in his father's works. Meanwhile, he studied at the West of Scotland Technical College and then, from 1871 to 1876, at Anderson's College, Glasgow, and at the Yorkshire College of Science, Leeds. Here he worked under and then became assistant to the distinguished chemist T.E.Thorpe, who set him to work on the fractional distillation of petroleum, which was to be useful to him in his later work. At that time he had intended to become a chemical engineer, but seeing a Lenoir gas engine at work, after his return to Glasgow, turned his main interest to gas and other internal combustion engines. He pursued his investigations first at Thomson, Sterne \& Company (1877–85) and then at Tangyes of Birmingham (1886–88. In 1888 he began a lifelong partnership in Marks and Clerk, consulting engineers and patent agents, in London.Beginning his work on gas engines in 1876, he achieved two patents in the two following years. In 1878 he made his principal invention, patented in 1881, of an engine working on the two-stroke cycle, in which the piston is powered during each revolution of the crankshaft, instead of alternate revolutions as in the Otto four-stroke cycle. In this engine, Clerk introduced supercharging, or increasing the pressure of the air intake. Many engines of the Clerk type were made but their popularity waned after the patent for the Otto engine expired in 1890. Interest was later revived, particularly for application to large gas engines, but Clerk's engine eventually came into its own where simple, low-power motors are needed, such as in motor cycles or motor mowers.Clerk's work on the theory and design of gas engines bore fruit in the book The Gas Engine (1886), republished with an extended text in 1909 as The Gas, Petrol and Oil Engine; these and a number of papers in scientific journals won him international renown. During and after the First World War, Clerk widened the scope of his interests and served, often as chairman, on many bodies in the field of science and industry.[br]Principal Honours and DistinctionsKnighted 1917; FRS 1908; Royal Society Royal Medal 1924; Royal Society of Arts Alber Medal 1922.Further ReadingObituary Notices of Fellows of the Royal Society, no. 2, 1933.LRD -
75 Guido d'Arezzo
SUBJECT AREA: Recording[br]b. c. 995 Italyd. 1050 Avellana, Italy[br]Italian music theorist who made important developments in musical notation.[br]Guido was originally a monk at the Benedictine Abbey of Pomposa, where he began to introduce innovations into the symbolic representation of music, which greatly helped in the training of choristers. Because of jealousies aroused by this work, he was obliged to leave and settled in Arezzo, capital of the province of that name in northern Italy. Around 1030 he went to Rome at the invitation of the Pope, John XIX, to explain his theories, after which he appears to have settled at the monastery of S.Croce di Fonte, Avellana, where he became prior some three years before his death. In an effort to make it easier for the choristers to maintain correct pitch and to learn the complex polyphonic chants then in development, Guido introduced two major innovations. The first was the use of a four-line staff on which the pitch of successive notes could be recorded. The second was a nomenclature for the first six notes of the major scale supposedly based on the initial syllables of a hymn said to have been composed by him, namely ut (later do), re, mi, fa, so and la. These had a dramatic effect on the learning and singing of music. He also apparently devised forms of parallel voices for plainsong.[br]BibliographyGuido's work is recorded in his treatise, c.1026, Micrologus.Further ReadingWorks describing the development of music and musical notation in medieval times include: W.C.Mickelson, 1977, Hugo Riemann's History of Music Theory, Lincoln: University of Nebraska Press.S.Sadie (ed.), 1980, The New Grove Dictionary of Music and Musicians, vol. 9, London: Macmillan, 803.KF -
76 Hammond, Robert
[br]b. 19 January 1850 Waltham Cross, Englandd. 5 August 1915 London, England[br]English engineer who established many of the earliest public electricity-supply systems in Britain.[br]After an education at Nunhead Grammar School, Hammond founded engineering businesses in Middlesbrough and London. Obtaining the first concession from the Anglo- American Brush Company for the exploitation of their system in Britain, he was instrumental in popularizing the Brush arc-lighting generator. Schemes using this system, which he established at Chesterfield, Brighton, Eastbourne and Hastings in 1881–2, were the earliest public electricity-supply ventures in Britain. On the invention of the incandescent lamp, high-voltage Brush dynamos were employed to operate both arc and incandescent lamps. The limitations of this arrangement led Hammond to become the sole agent for the Ferranti alternator, introduced in 1882. Commencing practice as a consulting engineer, Hammond was responsible for the construction of many electricity works in the United Kingdom, of which the most notable were those at Leeds, Hackney (London) and Dublin, in addition to many abroad. Appreciating the need for trained engineers for the new electrical industry and profession then being created, in 1882 he established the Hammond Electrical Engineering College. Later, in association with Francis Ince, he founded Faraday House, a training school that pioneered the concept of "sandwich courses" for engineers. Between 1883 and 1903 he paid several visits to the United States to study developments in electric traction and was one of the advisers to the Postmaster General on the acquisition of the telephone companies.[br]Bibliography1884, Electric Light in Our Homes, London (one of the first detailed accounts of electric lighting).1897, "Twenty five years" developments in central stations', Electrical Review 41:683–7 (surveys nineteenth-century public electricity supply).Further ReadingF.W.Lipscomb, 1973, The Wise Men of the Wires, London (the story of Faraday House). 77 Merritt, William Hamilton
[br]b. 3 July 1793 Bedford, Winchester County, New York, USAd. 5 July 1862 aboard a vessel on the Cornwall Canal, Canada[br]American-born Canadian merchant, entrepreneur and promoter of the First and Second Welland Canals bypassing the Niagara Falls and linking Lakes Ontario and Erie.[br]Although he was born in the USA, his family moved to Canada in 1796. Educated in St Catharines and Niagara, he received a good training in mathematics, navigation and surveying. He served with distinction in the 1812–14 war, although he was captured by the Americans in 1814. After the war he established himself in business operating a sawmill, a flour mill, a small distillery, a potashery, a cooperage and a smithy, as well as running a general store. By 1818 he was one of the leading figures in the area and realized that for real economic progress it was essential to improve communications in the Niagara peninsula; in that year he surveyed a route for a waterway that would carry boats. In c. 1820 he began discussions with neighbouring landowners and businessmen, who, on 19 January 1824 together obtained a charter for building the first Welland Canal to link Lakes Ontario and Erie. They were greatly influenced by the realization that the completion of the Erie Canal would attract trade through the United States instead of through Canada. Construction began on 30 November 1824, largely with redundant labour from the Erie Canal. Merritt foresaw the need for financial support and for publicity to sustain interest in the project. Accordingly he started a newspaper, the Farmer's Journal and Welland Canal Intelligencer, which was published until 1835. He also visited York (now Toronto), the capital of Upper Canada, and obtained some support, but the Government was reluctant to assist financially. He was more successful in raising money in New York. Then in 1828 he visited England to see Telford and persuaded both Telford and the Duke of Wellington, among others, to purchase shares. The Canal opened on 30 November 1829. In 1832 Merritt became a member of the Legislative Assembly of Upper Canada, and after the Union of the Canadas in 1841 he was elected to the new Assembly, later serving as Minister of Public Works and then as President of the Assembly. He advocated improvements to the St Lawrence River and also promoted railways. He pioneered a bridge across the Niagara River that was opened in 1849 and later carried a railway. He was not a canal engineer, but he did pioneer communications in developing territory.[br]Further ReadingR.M.Styran and R.R.Taylor, 1988, The Welland Canals. 78 Reichenbach, Georg Friedrich von
SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering, Photography, film and optics, Public utilities[br]b. 24 August 1772 Durlach, Baden, Germanyd. 21 May 1826 Munich, Germany[br]German engineer.[br]While he was attending the Military School at Mannheim, Reichenbach drew attention to himself due to the mathematical instruments that he had designed. On the recommendation of Count Rumford in Munich, the Bavarian government financed a two-year stay in Britain so that Reichenbach could become acquainted with modern mechanical engineering. He returned to Mannheim in 1793, and during the Napoleonic Wars he was involved in the manufacture of arms. In Munich, where he was in the service of the Bavarian state from 1796, he started producing precision instruments in his own time. His basic invention was the design of a dividing machine for circles, produced at the end of the eighteenth century. The astronomic and geodetic instruments he produced excelled all the others for their precision. His telescopes in particular, being perfect in use and of solid construction, soon brought him an international reputation. They were manufactured at the MathematicMechanical Institute, which he had jointly founded with Joseph Utzschneider and Joseph Liebherr in 1804 and which became a renowned training establishment. The glasses and lenses were produced by Joseph Fraunhofer who joined the company in 1807.In the same year he was put in charge of the technical reorganization of the salt-works at Reichenhall. After he had finished the brine-transport line from Reichenhall to Traunstein in 1810, he started on the one from Berchtesgaden to Reichenhall which was an extremely difficult task because of the mountainous area that had to be crossed. As water was the only source of energy available he decided to use water-column engines for pumping the brine in the pipes of both lines. Such devices had been in use for pumping purposes in different mining areas since the middle of the eighteenth century. Reichenbach knew about the one constructed by Joseph Karl Hell in Slovakia, which in principle had just been a simple piston-pump driven by water which did not work satisfactorily. Instead he constructed a really effective double-action water-column engine; this was a short time after Richard Trevithick had constructed a similar machine in England. For the second line he improved the system and built a single-action pump. All the parts of it were made of metal, which made them easy to produce, and the pumps proved to be extremely reliable, working for over 100 years. At the official opening of the line in 1817 the Bavarian king rewarded him generously. He remained in the state's service, becoming head of the department for roads and waterways in 1820, and he contributed to the development of Bavarian industry as well as the public infrastructure in many ways as a result of his mechanical skill and his innovative engineering mind.[br]Further ReadingBauernfeind, "Georg von Reichenbach" Allgemeine deutsche Biographie 27:656–67 (a reliable nineteenth-century account).W.Dyck, 1912, Georg v. 79 Weldon, Walter
SUBJECT AREA: Chemical technology[br]b. 31 October 1832 Loughborough, Englandd. 20 September 1885 Burstow, Surrey, England[br]English industrial chemist.[br]It was intended that Weldon should enter his father's factory in Loughborough, but he decided instead to turn to journalism, which he pursued with varying success in London. His Weldon's Register of Facts and Occurrences in Literature, Science, and Art ran for only four years, from 1860 to 1864, but the fashion magazine Weldon's Journal, which he published with his wife, was more successful. Meanwhile Weldon formed an interest in chemistry, although he had no formal training in that subject. He devoted himself to solving one of the great problems of industrial chemistry at that time. The Leblanc process for the manufacture of soda produced large quantities of hydrochloric acid in gas form. By this time, this by-product was being converted, by oxidation with manganese dioxide, to chlorine, which was much used in the textile and paper industries as a bleaching agent. The manganese ended up as manganese chloride, from which it was difficult to convert back to the oxide, for reuse in treating the hydrochloric acid, and it was an expensive substance. Weldon visited the St Helens district of Lancashire, an important centre for the manufacture of soda, to work on the problem. During the three years from 1866 to 1869, he took out six patents for the regeneration of manganese dioxide by treating the manganese chloride with milk of lime and blowing air through it. The Weldon process was quickly adopted and had a notable economic effect: the price of bleaching powder came down by £6 per ton and production went up fourfold.By the time of his death, nearly all chlorine works in the world used Weldon's process. The distinguished French chemist J.B.A.Dumas said of the process, when presenting Weldon with a gold medal, "every sheet of paper and every yard of calico has been cheapened throughout the world". Weldon played an active part in the founding of the Society of Chemical Industry.[br]Principal Honours and DistinctionsFRS 1882. 80 Yeoman, Thomas
SUBJECT AREA: Civil engineering[br]b. c. 1700 probably near Northampton, Englandd. 24 January 1781 London, England[br]English surveyor and civil engineer.[br]Very little is known of his early life, but he was clearly a skilful and gifted engineer who had received comprehensive practical training, for in 1743 he erected the machinery in the world's first water-powered cotton mill at Northampton on the river Nene. In 1748 he invented a weighing machine for use by turnpike trusts for weighing wagons. Until 1757 he remained in Northampton, mainly surveying enclosures and turnpike roads and making agricultural machinery. He also gained a national reputation for building and installing very successful ventilating equipment (invented by Dr Stephen Hales) in hospitals, prisons and ships, including some ventilators of Yeoman's own design in the Houses of Parliament.Meanwhile he developed an interest in river improvements, and in 1744 he made his first survey of the River Nene between Thrapston and Northampton; he repeated the survey in 1753 and subsequently gave evidence in parliamentary proceedings in 1756. The following year he was in Gloucestershire surveying the line of the Stroudwater Canal, an operation that he repeated in 1776. Also in 1757, he was appointed Surveyor to the River Ivel Navigation in Bedfordshire. In 1761 he was back on the Nene. During 1762–5 he carried out surveys for the Chelmer \& Blackwater Navigation, although the work was not undertaken for another thirty years. In 1765 he reported on land-drainage improvements for the Kentish Sour. It was at this time that he became associated with John Smeaton in a major survey in 1766 of the river Lea for the Lee Navigation Trustees, having already made some surveys with Joseph Nickalls near Waltham Abbey in 1762. Yeoman modified some of Smeaton's proposals and on 1 July 1767 was officially appointed Surveyor to the Lee Navigation Trustees, a post he retained until 1771. He also advised on the work to create the Stort Navigation, and at the official opening on 24 October 1769 he made a formal speech announcing: "Now is Bishops Stortford open to all the ports of the world." Among his other works were: advice on Ferriby Sluice on the River Ancholme (1766); reports on the Forth \& Clyde Canal, the North Level and Wisbech outfall on the Nene, the Coventry Canal, and estimates for the Leeds and Selby Canal (1768–71); estimates for the extension of the Medway Navigation from Tonbridge to Edenbridge (1771); and between 1767 and 1777 he was consulted, with other engineers, by the City of London on problems regarding the Thames. He joined the Northampton Philosophical Society shortly after its formation in 1743 and was President several times before he moved to London. In 1760 he became a member of the Society for the Encouragement of Arts, Manufactures and Commerce, and in 1763 he was chosen as joint Chairman of the Committee on Mechanics—a position he held until 1778. He was elected a Fellow of the Royal Society on 12 January 1764. On the formation of the Smeatonian Society of Civil Engineers, the forerunner of the present Institution of Civil Engineers, he was elected first President in 1771, remaining as such until his illness in 1780.[br]Principal Honours and DistinctionsFRS 1764.
