Выражение применяется с конца XIX в. для характеристики американской дипломатии в целом, поскольку послы США как правило были не профессиональными дипломатами, а политиками, зачастую не соблюдавшими привычных для Европы дипломатических условностей. Первым дипломатом "с закатанными рукавами" считают Дж. Хея [ Hay, John Milton], государственного секретаря (1898-1905) в администрации Т. Рузвельта [ Roosevelt, Theodore (Teddy)].
