Система, управление которой может быть представлено как функция ее фазовых состояний, времени, а также возмущений (если они известны). Таковы все технические системы. Напротив, нерефлексные системы (например, общественные) не обладают указанным свойством: здесь реакции системы на управляющие воздействия (передаваемые по каналу обратной связи) носят сложный, не всегда предсказуемый характер, а значит и само управление системой может не быть функционально зависимым от ее поведения.
