Субсидия
Финансовая помощь, предоставляемая государством физическим и юридическим лицам, а также местным органам власти за счет бюджетных средств. Различают прямые субсидии (денежные выплаты, беспроцентные кредиты и т.д.) и косвенные субсидии (ускоренная амортизация, жилищные субсидии, дотации на аренду и т.д.). Субсидии могут иметь разное целевое назначение. Производственные субсидии, например, предназначаются для стимулирования производства отдельных видов продукции. Государство берет на себя частичную компенсацию издержек производства этой продукции или даже покрывает убытки. Такие субсидии необходимы для поддержания производства некоторых товаров, которые являются предметами первой необходимости ( например некоторые продукты питания), или для помощи новым компаниям и отраслям промышленности, а также для поощрения развития бизнеса в отдельных регионах. В первом случае субсидии используются как инструмент перераспределения дохода за счет снижения цен на такие товары, как хлеб и молоко, которые являются основными в бюджете граждан, имеющих низкий доход, или за счет прямого субсидирования доходов. Экспортные субсидии предназначены для поддержки экспорта отдельного товара или всего экспорта в целом как средство регулирования платежного баланса страны. Поддержка занятости осуществляется через государственные дотации на оплату труда, которые стимулируют предпринимателей создавать рабочие места. Социальные субсидии предоставляются через государственную систему трансфертных платежей. См. Налогообложение
Система обязательных сборов, взимаемых государством с физических и юридических лиц. Налогами облагаются доходы, имущество, прирост капитала, потребление товаров и услуг (см. Tax). Государство использует средства от налоговых поступлений а) на финансирование расходов на образование, здравоохранение, оборону, транспорт и социальное обеспечение (см. Budget, Government expenditure); б) как инструмент налоговой политики, направленной на регулирование уровня совокупного спроса (см. Demand management); в) для перераспределения доходов и богатства (см. Principles of taxation, Redistribution of income); г) для регулирования объемов импорта (см. Balance of payments equilibrium).
