Ловушка бедности
Отсутствие у безработного стимула искать работу, поскольку его потенциальный чистый заработок оказывается ниже размера пособия по безработице. Это происходит потому, что человек сталкивается с высокой предельной налоговой ставкой (см. Marginal tax rate) на свой доход. Как только он начинает работать, увеличение его дохода приводит как к потере социального пособия, так и к необходимости выплачивать подоходный налог. Проблема бедности чревата также тем, что люди перестают стремиться к изменению своего образа жизни и довольствуются минимальными средствами к существованию. Один из способов решения проблемы - субсидии, стимулирующие занятость. Государство предоставляет работодателям средства, которые предназначаются для увеличения уровня оплаты труда работников по сравнению с пособием по безработице. Такая мера стимулирует стремление работать, повышать свою квалификацию и больше зарабатывать в будущем. Другой способ - введение такой системы налогообложения, при которой работник платит налоги только в том случае, когда его заработок превышает установленный минимальный уровень дохода. Ситуация, при которой повышение доходов семьи с низкими доходами влечет за собой либо утрату льгот, предоставляемых государством, либо повышение налогообложения, которое практически “съедает” повышение дохода (например, семья подпадает под 100%-ную, а порой и более высокую предельную ставку налога). “Ловушка нищеты” ликвидирует стимулы к зарабатыванию денег и часто деморализует попавших в нее людей. В большинство систем прогрессивного налогообложения (progressive tax systems) “встроены” “ловушки нищеты”.
