28 government
тж separation of powers, checks and balances, Secretary, the Administration, governanceправительство (как система правления, государственной власти и все, что с ней связано: суды, каждый из подуровней государственного управления - федеральный, штатный, муниципальный)1. 29 governance
•• government, governance
•• Government 1. the political direction or control exercised over a nation, state, community, etc. 2. the form or system by which a nation, state, community, etc. is governed. 3. a governing body or persons. 4. control or rule (The Random House Dictionary).
•• Governance governing, control (Oxford American Dictionary).
А вот сказать the Clinton government (или the Nixon government) нельзя.
•• 1. I had had many years of experience in government (George Kennan). [Rachel Carson] went to work for the government, editing and writing pamphlets for the Fish and Wildlife Service of the Interior Department (Washington Post). В обоих случаях government – государственная служба. Обратим внимание на Interior Department. Это, конечно, не министерство внутренних дел в нашем понимании, а скорее министерство природных (если угодно, внутренних) ресурсов;
•• 2. Americans jealously, even obsessively guard their rights and are suspicious of government authority. – Американцы ревностно, болезненно-непримиримо оберегают свои права и с подозрением относятся к власти;
•• 3. Kremlin funding for social services is sparse, and much of the burden falls on cash-poor and often corrupt local governments (Washington Post).
Вот заголовок статьи обозревателя «Нью-Йорк таймс» Томаса Фридмана – The Big Issue Now Is Competent Governance. With the collapse of communism, virtually every country has the same “hardware.” That is, they have all adopted free market capitalism to one degree or another. But where they differ is the “software” – the institutions of governance, be they regulatory bodies, a watchdog press, or uncorrupted courts, civil service, parliaments and police.
•• Good governance within each country and at the international level is essential for sustainable development. At the domestic level, sound environmental, social and economic policies, democratic institutions responsive to the needs of the people, the rule of law, anti-corruption measures, gender equality and an enabling environment for investment are the basis for sustainable development.

А вот сказать the Clinton government (или the Nixon government) нельзя.
•• 1. I had had many years of experience in government (George Kennan). [Rachel Carson] went to work for the government, editing and writing pamphlets for the Fish and Wildlife Service of the Interior Department (Washington Post). В обоих случаях government – государственная служба. Обратим внимание на Interior Department. Это, конечно, не министерство внутренних дел в нашем понимании, а скорее министерство природных (если угодно, внутренних) ресурсов;
•• 2. Americans jealously, even obsessively guard their rights and are suspicious of government authority. – Американцы ревностно, болезненно-непримиримо оберегают свои права и с подозрением относятся к власти;

37 Negreiros, José Sobral de Almada
(1893-1970)Portuguese artist and writer. Born on the island of São Tomé, West Africa, a Portuguese colonial possession until 1975, Almada Ne-greiros began his artistic career as a humorist and cartoonist during the First Republic (1910-26). Linked with other writers, such as the celebrated Fernando Pessoa in the Orpheu review group, he became a leader of the avant garde artists-intellectuals who became cultural rebels through their art (especially painting and sculpture) and their writings. From the beginning, he became a leader in Portugal's modernist and futurist movements, and his sense of Portuguese identity and artistic taste was shaped in part by two important journeys to Madrid and Paris before 1930.Almada Negreiros was a versatile artist who expressed himself through a variety of creative works: drawings and paintings, novels, lectures, and pamphlets. In Portuguese art history, nevertheless, he became immortalized through his paintings of frescos and murals, such as the pictures found in A Brasileira, a legendary cafe in Lisbon's Chiado area; his paintings at the Exposition of the Portuguese World (1940); his murals at maritime stations at Alcântara (Lisbon) and Rocha do Conde De Óbidos, as well as in other public buildings; and a prominent panel in the atrium of the Gulbenkian Foundation headquarters, Lisbon, completed in 1969, the year before his death. In addition to other forms, he experimented with geometric abstractionism.Politically at odds with the Estado Novo toward the end of his life, Almada Negreiros remained ambivalent when his work was showered with official honors.Historical dictionary of Portugal > Negreiros, José Sobral de Almada

39 Booth, Henry
[br]b. 4 April 1789 Liverpool, Englandd. 28 March 1869 Liverpool, England[br]English railway administrator and inventor.[br]Booth followed his father as a Liverpool corn merchant but had great mechanical aptitude. In 1824 he joined the committee for the proposed Liverpool \& Manchester Railway (L \& MR) and after the company obtained its Act of Parliament in 1826 he was appointed Treasurer.In 1829 the L \& MR announced a prize competition, the Rainhill Trials, for an improved steam locomotive: Booth, realizing that the power of a locomotive depended largely upon its capacity to raise steam, had the idea that this could be maximized by passing burning gases from the fire through the boiler in many small tubes to increase the heating surface, rather than in one large one, as was then the practice. He was apparently unaware of work on this type of boiler even then being done by Marc Seguin, and the 1791 American patent by John Stevens. Booth discussed his idea with George Stephenson, and a boiler of this type was incorporated into the locomotive Rocket, which was built by Robert Stephenson and entered in the Trials by Booth and the two Stephensons in partnership. The boiler enabled Rocket to do all that was required in the trials, and far more: it became the prototype for all subsequent conventional locomotive boilers.After the L \& MR opened in 1830, Booth as Treasurer became in effect the general superintendent and was later General Manager. He invented screw couplings for use with sprung buffers. When the L \& MR was absorbed by the Grand Junction Railway in 1845 he became Secretary of the latter, and when, later the same year, that in turn amalgamated with the London \& Birmingham Railway (L \& BR) to form the London \& North Western Railway (L \& NWR), he became joint Secretary with Richard Creed from the L \& BR.Earlier, completion in 1838 of the railway from London to Liverpool had brought problems with regard to local times. Towns then kept their own time according to their longitude: Birmingham time, for instance, was 7¼ minutes later than London time. This caused difficulties in railway operation, so Booth prepared a petition to Parliament on behalf of the L \& MR that London time should be used throughout the country, and in 1847 the L \& NWR, with other principal railways and the Post Office, adopted Greenwich time. It was only in 1880, however, that the arrangement was made law by Act of Parliament.[br]Bibliography1835. British patent no. 6,814 (grease lubricants for axleboxes). 1836. 40 Pasley, General Sir Charles William
SUBJECT AREA: Civil engineering[br]b. 8 September 1780 Eskdalemuir, Dumfriesshire, Scotlandd. 19 April 1861 London, England[br]Scottish Colonel-Commandant, Royal Engineers.[br]At first he was educated by Andrew Little of Lan-gholm. At the age of 14 he was sent to school at Selkirk, where he stayed for two years until joining the Royal Military Academy at Woolwich in August 1796. He was commissioned as Second Lieutenant in the Royal Artillery and transferred to the Royal Engineers on 1 April 1798. He served at Minorca, Malta, Naples, Sicily, Calabria and in the siege of Copenhagen and in other campaigns. He was promoted First Captain in 1807, and was on the staff of Sir John Moore at the battle of Coruna. He was wounded at the siege of Flushing in 1809 and was invalided for a year, employing his time in learning German.In November 1810 he published his Essay on Military Policy and Institutions of the British Empire, which ran through four editions. In 1811 he was in command of a company of Royal Military Artificers at Plymouth and there he devised a method of education by which the NCOs and troops could teach themselves without "mathematical masters". His system was a great success and was adopted at Chatham and throughout the corps. In 1812 he was appointed Director of the School of Military Engineering at Chatham. He remained at Chatham until 1841, when he was appointed Inspector-General of Railways. During this period he organized improved systems of sapping, mining, telegraphing, pontooning and exploding gunpowder on land or under water, and prepared pamphlets and courses of instruction in these and other subjects. In May 1836 he started what is probably the most important work for which he is remembered. This, was a book on Limes, Calcareous Cements, Mortar, Stuccos and Concretes. The general adoption of Joseph Aspdin's Portland Cement was largely due to Pasley's recommendation of the material.He was married twice: first in 1814 at Chatham to Harriet Cooper; and then on 30 March 1819 at Rochester to Martha Matilda Roberts, with whom he had six children— she died in 1881.[br]Principal Honours and DistinctionsKGB 1846.
