A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.

При работе с электрооборудованием обычные лица, в лучшем случае, руководствуются следующей информацией: «попадешь под напряжение, ударит током и убьёт». Поэтому при создании электроустановок зданий обычно ориентируются на обычных лиц.
В помещениях здания, доступных обычным лицам, можно применять электрооборудование так называемого бытового и аналогичного назначения, которое, например, имеет степень защиты не менее IP20. В этих же помещениях нельзя использовать такие меры защиты от поражения электрическим током, как барьеры, размещение опасных токоведущих частей вне зоны досягаемости, местное уравнивание потенциалов и др.
