4 MONOPOLY TAX
Налог на монополию
Налог на монопольную сверхприбыль. Налог на монополию в отличие от таких мер государственной политики, как распоряжение снизить цены или регулирование нормы прибыли, не компенсирует потерю излишка потребителя (см. Consumer surplus). Прямую выгоду от введения налога имеет только государство, которое может использовать налоговые поступления для пополнения своих доходов. Налог не является инструментом антимонопольной политики. См. 7 COMPETITION POLICY
Конкурентная политика
Государственная политика, направленная на достижение эффективного использования всех экономических ресурсов и защиту интересов потребителей. Целью конкурентной политики является обеспечение оптимально успешного функционирования рынка, а именно: производства продукции с наименьшими затратами, установления «справедливого» уровня цен и доходов, достижения технологического прогресса и улучшения качества товаров. Конкурентная политика регулирует процессы монополизации рынка одним производителем (см. Market dominance), установление монопольных позиций через слияния и поглощения, тайный сговор и т.д. Существует два основных метода регулирования структуры рынка и поведения на нем фирм: дискреционный и недискреционный. Недискреционный метод заключается в определении «приемлемых» норм поведения фирм и структур рынка. Чтобы ограничить степень концентрации продавцов и предотвратить возможность появления монополиста, устанавливается максимально возможная доля фирмы на рынке (например 20%), и если в результате слияний и поглощений эта доля превышается, объединение фирм автоматически считается незаконным. Запрещаются все виды групповых монополий (shared monopoly), например картели, а также практика ограничения конкуренции. Дискреционный метод более прагматичен. Признается, что высокий уровень концентрации продавцов (см. Seller concentration) и некоторые соглашения между фирмами зачастую способствуют повышению экономической эффективности, а не наоборот. Поэтому слияния и ограничительная практика запрещаются только в том случае, если они действительно наносят ущерб интересам общества. Для конкурентной политики США характерен в основном недискреционный подход, в то время как в Великобритании предпочитают дискреционный. Европейский Союз сочетает элементы и того, и другого. См. Концентрация рынка
Сосредоточение власти на рынке в руках основных производителей (концентрация продавцов) или основных потребителей (концентрация покупателей). Степень преобладания на рынке продавцов (или покупателей) оценивается коэффициентом концентрации, который показывает долю на рынке самых крупных фирм-продавцов (или фирм-покупателей) (см. Seller concentration, Buyer concentration, Concentration ratio). Значение рыночной концентрации для анализа функционирования рынков заключается в ее воздействии на характер и степень конкурентной борьбы. Увеличение концентрации продавцов приводит к тому, что конкуренция между многими фирмами превращается в конкуренцию между несколькими фирмами, приводя в результате к полной монополизации рынка одной фирмой. Если говорить о поведении фирм на рынке, то при концентрации власти в руках все меньшего количества производителей (олигополия) фирмы стремятся избегать отрицательных последствий конкуренции и направлять свои совместные усилия на достижение конкурентного преимущества над другими (см. Market structure, Market conduct). Концентрация покупателей также влияет на конкуренцию. Если фирма-покупатель невелика, она не способна влиять на конкурентную борьбу на рынке. Однако на некоторых рынках (например на рынке товаров промежуточного производства и розничной торговли) власть сосредоточена в руках крупных фирм-покупателей, которые могут требовать у производителей больших скидок на оптовые партии товара.
