б) Если в прямой речи сообщается, что нечто было разрешено в некоторой определенной ситуации, то можно употребить was/were allowed to, но не could. Если нечто было разрешено вообще, можно использовать глагол could и выражение was/were allowed to.I was allowed to come in — Мне разрешили войти (здесь употребление could невозможно).
People were allowed to/could start small and medium-sized businesses — Людям было разрешено заниматься мелким и средним бизнесом.
в) В отрицательных предложениях о прошлом, чтобы сообщить о том, что нечто было разрешено как вообще, так и в конкретной ситуации, можно использовать и выражение was/were allowed to, и глагол could.We were not allowed to/couldn't open that door. — Нам не разрешали открывать эту дверь / Нам не разрешили открыть эту дверь.
