[br]b. 13 August 1902 Lahr, Black Forest, Germanyd. 9 October 1988 Lindau, Bavaria, Germany[br]German internal combustion engineer, inventor of the Wankel rotary engine.[br]Wankel was first employed at the German Aeronautical Research Establishment, where he worked on rotary valves and valve sealing techniques in the early 1930s and during the Second World War. In 1951 he joined NSU Motorenwerk AG, a motor manufacturer based at Neckarsulm, near Stuttgart, and began work on his rotary engine; the idea for this had first occurred to Wankel as early as 1929. He had completed his first design by 1954, and in 1957 his first prototype was tested. The Wankel engine has a three-pointed rotor, like a prism of an equilateral triangle but with the sides bowed outwards. This rotor is geared to a driveshaft and rotates within a closely fitting and slightly oval-shaped chamber so that, on each revolution, the power stroke is applied to each of the three faces of the rotor as they pass a single spark plug. Two or more rotors may be mounted coaxially, their power strokes being timed sequentially. The engine has only two moving parts, the rotor and the output shaft, making it about a quarter less in weight compared with a conventional piston engine; however, its fuel consumption is high and its exhaust emissions are relatively highly pollutant. The average Wankel engine speed is 5,500 rpm. The first production car to use a Wankel engine was the NSU Ro80, though this was preceded by the experimental NSU Spyder prototype, an open two-seater. The Japanese company Mazda is the only other automobile manufacturer to have fitted a Wankel engine to a production car, although licences were taken by Alfa Romeo, Peugeot- Citroën, Daimler-Benz, Rolls-Royce, Toyota, Volkswagen-Audi (the company that bought NSU in the mid-1970s) and many others; Daimler-Benz even produced a Mercedes C-111 prototype with a three-rotor Wankel engine. 66 Foreign policy
The guiding principle of Portuguese foreign policy since the founding of the monarchy in the 12th century has been the maintenance of Portugal's status first as an independent kingdom and, later, as a sovereign nation-state. For the first 800 years of its existence, Portuguese foreign policy and diplomacy sought to maintain the independence of the Portuguese monarchy, especially in relationship to the larger and more powerful Spanish monarchy. During this period, the Anglo- Portuguese Alliance, which began with a treaty of commerce and friendship signed between the kings of Portugal and England in 1386 (the Treaty of Windsor) and continued with the Methuen Treaty in 1703, sought to use England ( Great Britain after 1707) as a counterweight to its landward neighbor, Spain.As three invasions of Portugal by Napoleon's armies during the first decade of the 19th century proved, however, Spain was not the only threat to Portugal's independence and security. Portugal's ally, Britain, provided a counterweight also to a threatening France on more than one occasion between 1790 and 1830. During the 19th century, Portugal's foreign policy became largely subordinate to that of her oldest ally, Britain, and standard Portuguese histories describe Portugal's situation as that of a "protectorate" of Britain. In two key aspects during this time of international weakness and internal turmoil, Portugal's foreign policy was under great pressure from her ally, world power Britain: responses to European conflicts and to the situation of Portugal's scattered, largely impoverished overseas empire. Portugal's efforts to retain massive, resource-rich Brazil in her empire failed by 1822, when Brazil declared its independence. Britain's policy of favoring greater trade and commerce opportunities in an autonomous Brazil was at odds with Portugal's desperate efforts to hold Brazil.Following the loss of Brazil and a renewed interest in empire in tropical Africa, Portugal sought to regain a more independent initiative in her foreign policy and, especially after 1875, overseas imperial questions dominated foreign policy concerns. From this juncture, through the first Republic (1910-26) and during the Estado Novo, a primary purpose of Portuguese foreign policy was to maintain Portuguese India, Macau, and its colonies in Africa: Angola, Mozambique, and Guinea- Bissau. Under the direction of the dictator, Antônio de Oliveira Salazar, further efforts were made to reclaim a measure of independence of foreign policy, despite the tradition of British dominance. Salazar recognized the importance of an Atlantic orientation of the country's foreign policy. As Herbert Pell, U.S. Ambassador to Portugal (1937-41), observed in a June 1939 report to the U.S. Department of State, Portugal's leaders understood that Portugal must side with "that nation which dominates the Atlantic."During the 1930s, greater efforts were made in Lisbon in economic, financial, and foreign policy initiatives to assert a greater measure of flexibility in her dependence on ally Britain. German economic interests made inroads in an economy whose infrastructure in transportation, communication, and commerce had long been dominated by British commerce and investors. Portugal's foreign policy during World War II was challenged as both Allied and Axis powers tested the viability of Portugal's official policy of neutrality, qualified by a customary bow to the Anglo-Portuguese Alliance. Antônio de Oliveira Salazar, who served as minister of foreign affairs, as well as prime minister, during 1936-45, sought to sell his version of neutrality to both sides in the war and to do so in a way that would benefit Portugal's still weak economy and finance. Portugal's status as a neutral was keenly tested in several cases, including Portugal's agreeing to lease military bases to Britain and the United States in the Azores Islands and in the wolfram (tungsten ore) question. Portugal's foreign policy experienced severe pressures from the Allies in both cases, and Salazar made it clear to his British and American counterparts that Portugal sought to claim the right to make independent choices in policy, despite Portugal's military and economic weakness. In tense diplomatic negotiations with the Allies over Portugal's wolfram exports to Germany as of 1944, Salazar grew disheartened and briefly considered resigning over the wolfram question. Foreign policy pressure on this question diminished quickly on 6 June 1944, as Salazar decreed that wolfram mining, sales, and exports to both sides would cease for the remainder of the war. After the United States joined the Allies in the war and pursued an Atlantic strategy, Portugal discovered that her relationship with the dominant ally in the emerging United Nations was changing and that the U.S. would replace Britain as the key Atlantic ally during succeeding decades. Beginning in 1943-44, and continuing to 1949, when Portugal became, with the United States, a founding member of North Atlantic Treaty Organization (NATO), Luso-American relations assumed center stage in her foreign policy.During the Cold War, Portuguese foreign policy was aligned with that of the United States and its allies in Western Europe. After the Revolution of 25 April 1974, the focus of Portuguese foreign policy shifted away from defending and maintaining the African colonies toward integration with Europe. Since Portugal became a member of the European Economic Community in 1986, and this evolved into the European Union (EU), all Portuguese governments have sought to align Portugal's foreign policy with that of the EU in general and to be more independent of the United States. In 1884 he moved to Leipzig and worked under Ludwig, moving to Strasbourg where he obtained his MD in 1888. In 1891 he was able to return to the University of Michigan as Lecturer in Materia Medica and Therapeutics, and in 1893 he was offered the first Chair of Pharmacology at Johns Hopkins University, a position he occupied until 1932. He was a pioneer in emphasizing the importance of chemistry, in its widest sense, in medicine and physiology. In his view, "the investigator must associate himself with those who have laboured in fields where molecules and atoms rather than multi-cellular tissues or even unicellular organisms are the units of study".Soon after coming to Baltimore he commenced work on extracts from the adrenal medulla and in 1899 published his work on epinephrine. In later years he developed an "artificial kidney" which could be used to remove diffusible substances from the blood. In 1913 he was able to demonstrate the existence of free amino-acids in the blood and his investigations in this field foreshadowed not only the developments of blood and plasma transfusion but also the possibility of the management of renal failure.From 1917 to 1924 he moved to a study of the hormone content of pituitary extracts, but in 1924 he suddenly transferred his attention to the study of insulin. SUBJECT AREA: Recording[br]b. 20 May 1851 Hannover, Germanyd. 3 August 1929 Montreal, Canada[br]German (naturalized American) inventor, developer of the disc record and lateral mechanical replay.[br]After arriving in the USA in 1870 and becoming an American citizen, Berliner worked as a dry-goods clerk in Washington, DC, and for a period studied electricity at Cooper Union for the Advancement of Science and Art, New York. He invented an improved microphone and set up his own experimental laboratory in Washington, DC. He developed a microphone for telephone use and sold the rights to the Bell Telephone Company. Subsequently he was put in charge of their laboratory, remaining in that position for eight years. In 1881 Berliner, with his brothers Joseph and Jacob, founded the J.Berliner Telephonfabrik in Hanover, the first factory in Europe specializing in telephone equipment.Inspired by the development work performed by T.A. Edison and in the Volta Laboratory (see C.S. Tainter), he analysed the existing processes for recording and reproducing sound and in 1887 developed a process for transferring lateral undulations scratched in soot into an etched groove that would make a needle and diaphragm vibrate. Using what may be regarded as a combination of the Phonautograph of Léon Scott de Martinville and the photo-engraving suggested by Charles Cros, in May 1887 he thus demonstrated the practicability of the laterally recorded groove. He termed the apparatus "Gramophone". In November 1887 he applied the principle to a glass disc and obtained an inwardly spiralling, modulated groove in copper and zinc. In March 1888 he took the radical step of scratching the lateral vibrations directly onto a rotating zinc disc, the surface of which was protected, and the subsequent etching created the groove. Using well-known principles of printing-plate manufacture, he developed processes for duplication by making a negative mould from which positive copies could be pressed in a thermoplastic compound. Toy gramophones were manufactured in Germany from 1889 and from 1892–3 Berliner manufactured both records and gramophones in the USA. The gramophones were hand-cranked at first, but from 1896 were based on a new design by E.R. Johnson. In 1897–8 Berliner spread his activities to England and Germany, setting up a European pressing plant in the telephone factory in Hanover, and in 1899 a Canadian company was formed. Various court cases over patents removed Berliner from direct running of the reconstructed companies, but he retained a major economic interest in E.R. Johnson's Victor Talking Machine Company. In later years Berliner became interested in aeronautics, in particular the autogiro principle. SUBJECT AREA: Metallurgy[br]b. 6 December 1863 Thompson, Ohio, USAd. 27 December 1914 USA[br]American metallurgist, inventor of the first feasible electrolytic process for the production of aluminium.[br]The son of a Congregationalist minister, Hall was educated at Oberlin College. There he was instructed in chemistry by Professor F.F.Jewett, a former student of the German chemist Friedrich Wöhler, who encouraged Hall to believe that there was a need for a cheap process for the manufacture of aluminium. After graduating in 1885, Hall set to work in his private laboratory exploring the method of fused salt electrolysis. On Wednesday 10 February 1886 he found that alumina dissolved in fused cryolite "like sugar in water", and that the bath so produced was a good conductor of electricity. He contained the solution in a pure graphite crucible which also acted as an efficient cathode, and by 16 February 1886 had produced the first globules of metallic aluminium. With two backers, Hall was able to complete his experiments and establish a small pilot plant in Boston, but they withdrew after the US Patent Examiners reported that Hall's invention had been anticipated by a French patent, filed by Paul Toussaint Héroult in April 1886. Although Hall had not filed until July 1886, he was permitted to testify that his invention had been completed by 16 February 1886 and on 2 April 1889 he was granted a seventeen-year monopoly in the United States. Hall now had the support of Captain A.E. Hunt of the Pittsburgh Testing Institute who provided the capital for establishing the Pittsburgh Reduction Company, which by 1889 was selling aluminium at $1 per pound compared to the $15 for sodium-reduced aluminium. Further capital was provided by the banker Andrew Mellon (1855–1937). Hall then turned his attention to Britain and began negotiations with Johnson Matthey, who provided land on a site at Patricroft near Manchester. Here the Aluminium Syndicate, owned by the Pittsburgh Reduction Company, began to produce aluminium in July 1890. By this time the validity of Hall's patent was being strongly contested by Héroult and also by the Cowles brothers, who attempted to operate the Hall process in the United States. Hall successfully sued them for infringement, and was confirmed in his patent rights by the celebrated ruling in 1893 of William Howard Taft, subsequently President of the USA. In 1895 Hall's company changed its name to the Pittsburgh Aluminium Company and moved to Niagara Falls, where cheap electrical power was available. In 1903 a legal compromise ended the litigation between the Hall and Héroult organizations. The American rights in the invention were awarded to Hall, and the European to Héroult. The Pittsburgh Aluminium Company became the Aluminium Company of America on 1 January 1907. SUBJECT AREA: Metallurgy[br]b. 17 March 1889 Warsaw, Indiana, USAd. 20 October 1957 Tarrytown, New York, USA[br]American physical metallurgist who elucidated the mechanism of the age-hardening of alloys.[br]Merica graduated from the University of Wisconsin in 1908. Before proceeding to the University of Berlin, he spent some time teaching in Wisconsin and in China. He obtained his doctorate in Berlin in 1914, and in that year he joined the US National Bureau of Standards (NBS) in Washington. During his five years there, he investigated the causes of the phenomenon of age-hardening of the important new alloy of aluminium, Duralumin.This phenomenon had been discovered not long before by Dr Alfred Wilm, a German research metallurgist. During the early years of the twentieth century, Wilm had been seeking a suitable light alloy for making cartridge cases for the Prussian government. In the autumn of 1909 he heated and quenched an aluminium alloy containing 3.5 per cent copper and 0.5 per cent magnesium and found its properties unremarkable. He happened to test it again some days later and was impressed to find its hardness and strength were much improved: Wilm had accidentally discovered age-hardening. He patented the alloy, but he made his rights over to Durener Metallwerke, who marketed it as Duralumin. This light and strong alloy was taken up by aircraft makers during the First World War, first for Zeppelins and then for other aircraft.Although age-hardened alloys found important uses, the explanation of the phenomenon eluded metallurgists until in 1919 Merica and his colleagues at the NBS gave the first rational explanation of age-hardening in light alloys. When these alloys were heated to temperatures near their melting points, the alloying constituents were taken into solution by the matrix. Quenching retained the alloying metals in supersaturated solid solution. At room temperature very small crystals of various intermetallic compounds were precipitated and, by inserting themselves in the aluminium lattice, had the effect of increasing the hardness and strength of the alloy. Merica's theory stimulated an intensive study of hardening and the mechanism that brought it about, with important consequences for the development of new alloys with special properties.In 1919 Merica joined the International Nickel Company as Director of Research, a post he held for thirty years and followed by a three-year period as President. Obtaining his doctorate there in 1922, he joined the faculty and concentrated his studies on thermodynamics. He later began to develop an interest in nuclear physics, and in 1933, shortly after Hitler came to power, Szilard emigrated to Britain because of his Jewish heritage.In 1934 he conceived the idea of a nuclear chain reaction through the breakdown of beryllium into helium and took out a British patent on it, but later realized that this process would not work. In 1937 he moved to the USA and continued his research at the University of Columbia, and the following year Hahn and Meitner discovered nuclear fission with uranium; this gave Szilard the breakthrough he needed. In 1939 he realized that a nuclear chain reaction could be produced through nuclear fission and that a weapon with many times the destructive power of the conventional high-explosive bomb could be produced. Only too aware of the progress being made by German nuclear scientists, he believed that it was essential that the USA should create an atomic bomb before Hitler. Consequently he drafted a letter to President Roosevelt that summer and, with two fellow Hungarian émigrés, persuaded Albert Einstein to sign it. The result was the setting up of the Uranium Committee.It was not, however, until December 1941 that active steps began to be taken to produce such a weapon and it was a further nine months before the project was properly co-ordinated under the umbrella of the Manhattan Project. In the meantime, Szilard moved to join Enrico Fermi at the University of Chicago and it was here, at the end of 1942, in a squash court under the football stadium, that they successfully developed the world's first self-sustaining nuclear reactor. Szilard, who became an American citizen in 1943, continued to work on the Manhattan Project. In 1945, however, when the Western Allies began to believe that only the atomic bomb could bring the war against Japan to an end, Szilard and a number of other Manhattan Project scientists objected that it would be immoral to use it against populated targets.Although he would continue to campaign against nuclear warfare for the rest of his life, Szilard now abandoned nuclear research.
