Nei paragrafi numerati del documento sono elencati i diritti garantiti a ogni cittadino americano e vengono definiti i vari poteri dello stato e del governo federale. Tra i diritti riconosciuti dal Bill vi sono la libertà di religione, di associazione e di stampa (First Amendment), il diritto a portare armi (Second Amendment) e il diritto a un processo equo (Sixth Amendment).
