21 Fairness Doctrine
Сформулирована в Федеральном законе о средствах связи 1934 [ Federal Communications Act of 1934]. Закон обязывал все телестанции при передаче новостей по спорным вопросам предоставлять возможность выхода в эфир сторонам, излагающим противоположные точки зрения; и, в частности, обеспечивать доступ к платному или бесплатному эфиру на равных условиях всем кандидатам на федеральные выборные посты. С 1949 за соблюдением этого закона наблюдала Федеральная комиссия по связи (ФКС) [ Federal Communications Commission]. В 1969 Верховный суд США вынес решение [Red Lion decision] о конституционности доктрины справедливости. Конгресс в 1987 одобрил законопроект, по которому доктрина получала силу закона, но президент Рейган [ Reagan, Ronald Wilson] наложил на него вето, ссылаясь на свободу прессы, гарантируемую Первой поправкой [ First Amendment].
