HRa shortfall in the number of workers with the skills needed to fill the jobs currently available. A skills shortage may be caused by a lack of education and vocational training, or by wider social and economic factors such as new technological developments. A skills shortage may affect a region, an industry, or a whole country. Skills shortages of this type need to be addressed at national level through effective manpower planning and the development of strategies for adult education and vocational training. An organization may suffer from a skills shortage as a result of poor recruitment and employee retention policies, or through inadequate provision of training and employee development opportunities. -
25 Pratt, Francis Ashbury
[br]b. 15 February 1827 Woodstock, Vermont, USAd. 10 February 1902 Hartford, Connecticut, USA[br]American mechanical engineer and machine-tool manufacturer.[br]Francis A.Pratt served an apprenticeship as a machinist with Warren Aldrich, and on completing it in 1848 he entered the Gloucester Machine Works as a journeyman machinist. From 1852 to 1854 he worked at the Colt Armory in Hartford, Connecticut, where he met his future partner, Amos Whitney. He then became Superintendent of the Phoenix Iron Works, also at Hartford and run by George S.Lincoln \& Company. While there he designed the well-known "Lincoln" miller, which was first produced in 1855. This was a development of the milling machine built by Robbins \& Lawrence and designed by F.W. Howe, and incorporated a screw drive for the table instead of the rack and pinion used in the earlier machine.Whitney also moved to the Phoenix Iron Works, and in 1860 the two men started in a small way doing machine work on their own account. In 1862 they took a third partner, Monroe Stannard, and enlarged their workshop. The business continued to expand, but Pratt and Whitney remained at the Phoenix Iron Works until 1864 and in the following year they built their first new factory. The Pratt \& Whitney Company was incorporated in 1869 with a capital of $350,000, F.A.Pratt being elected President. The firm specialized in making machine tools and tools particularly for the armament industry. In the 1870s Pratt made no less than ten trips to Europe gaining orders for equipping armouries in many different countries. Pratt \& Whitney was one of the leading firms developing the system of interchangeable manufacture which led to the need to establish national standards of measurement. The Rogers-Bond Comparator, developed with the backing of Pratt \& Whitney, played an important part in the establishment of these standards, which formed the basis of the gauges of many various types made by the firm. Pratt remained President of the company until 1898, after which he served as their Consulting Engineer for a short time before retiring from professional life. He was granted a number of patents relating to machine tools. He was a founder member of the American Society of Mechanical Engineers in 1880 and was elected a vice-president in 1881. [br]b. 30 July 1889 Mourum (near Moscow), Russiad. 29 July 1982 New York City, New York, USA[br]Russian (naturalized American 1924) television pioneer who invented the iconoscope and kinescope television camera and display tubes.[br]Zworykin studied engineering at the Institute of Technology in St Petersburg under Boris Rosing, assisting the latter with his early experiments with television. After graduating in 1912, he spent a time doing X-ray research at the Collège de France in Paris before returning to join the Russian Marconi Company, initially in St Petersburg and then in Moscow. On the outbreak of war in 1917, he joined the Russian Army Signal Corps, but when the war ended in the chaos of the Revolution he set off on his travels, ending up in the USA, where he joined the Westinghouse Corporation. There, in 1923, he filed the first of many patents for a complete system of electronic television, including one for an all-electronic scanning pick-up tube that he called the iconoscope. In 1924 he became a US citizen and invented the kinescope, a hard-vacuum cathode ray tube (CRT) for the display of television pictures, and the following year he patented a camera tube with a mosaic of photoelectric elements and gave a demonstration of still-picture TV. In 1926 he was awarded a PhD by the University of Pittsburgh and in 1928 he was granted a patent for a colour TV system.In 1929 he embarked on a tour of Europe to study TV developments; on his return he joined the Radio Corporation of America (RCA) as Director of the Electronics Research Group, first at Camden and then Princeton, New Jersey. Securing a budget to develop an improved CRT picture tube, he soon produced a kinescope with a hard vacuum, an indirectly heated cathode, a signal-modulation grid and electrostatic focusing. In 1933 an improved iconoscope camera tube was produced, and under his direction RCA went on to produce other improved types of camera tube, including the image iconoscope, the orthicon and image orthicon and the vidicon. The secondary-emission effect used in many of these tubes was also used in a scintillation radiation counter. In 1941 he was responsible for the development of the first industrial electron microscope, but for most of the Second World War he directed work concerned with radar, aircraft fire-control and TV-guided missiles.After the war he worked for a time on high-speed memories and medical electronics, becoming Vice-President and Technical Consultant in 1947. [br]b. 27 April 1896 Burlington, Iowa, USAd. 29 April 1937 Philadelphia, Pennsylvania, USA[br]American chemist, inventor of nylon.[br]After graduating in chemistry, Carothers embarked on academic research at several universities, finally at Harvard University. His earliest published papers, from 1923, heralded the brilliance and originality of his later work. In 1928, Du Pont de Nemours persuaded him to forsake the academic world to lead their new organic-chemistry group in a programme of fundamental research at their central laboratories at Wilmington, Delaware. The next nine years were extraordinarily productive, yielding important contributions to theoretical organic chemistry and the foundation of two branches of chemical industry, namely the production of synthetic rubber and of wholly synthetic fibres.Carothers began work on high molecular weight substances yielding fibres and introduced polymerization by condensation: polymerization by addition was already known. He developed a clear understanding of the relation between the repeating structural units in a large molecule and its physical chemical properties. In 1931, Carothers found that chloroprene could be polymerized much faster than isoprene, the monomer in natural rubber. This process yielded polychloroprene or neoprene, a synthetic rubber with improved properties. Manufacture began the following year, and the material has continued to be used for speciality rubbers.There followed many publications announcing new condensations polymers. On 2 January 1935, he obtained a patent for the formation of new polyamides, including one from adipic acid and hexamethylenediamene. After four years of development work, which cost Du Pont some $27 million, this new polyamide, or nylon, reached the stage of commercial production, beginning on 23 October 1938. Nylon stockings appeared the following year and 64 million were sold during the first twelve months. 30 Harrison, John
[br]b. 24 March 1693 Foulby, Yorkshire, Englandd. 24 March 1776 London, England[br]English horologist who constructed the first timekeeper of sufficient accuracy to determine longitude at sea and invented the gridiron pendulum for temperature compensation.[br]John Harrison was the son of a carpenter and was brought up to that trade. He was largely self-taught and learned mechanics from a copy of Nicholas Saunderson's lectures that had been lent to him. With the assistance of his younger brother, James, he built a series of unconventional clocks, mainly of wood. He was always concerned to reduce friction, without using oil, and this influenced the design of his "grasshopper" escapement. He also invented the "gridiron" compensation pendulum, which depended on the differential expansion of brass and steel. The excellent performance of his regulator clocks, which incorporated these devices, convinced him that they could also be used in a sea dock to compete for the longitude prize. In 1714 the Government had offered a prize of £20,000 for a method of determining longitude at sea to within half a degree after a voyage to the West Indies. In theory the longitude could be found by carrying an accurate timepiece that would indicate the time at a known longitude, but the requirements of the Act were very exacting. The timepiece would have to have a cumulative error of no more than two minutes after a voyage lasting six weeks.In 1730 Harrison went to London with his proposal for a sea clock, supported by examples of his grasshopper escapement and his gridiron pendulum. His proposal received sufficient encouragement and financial support, from George Graham and others, to enable him to return to Barrow and construct his first sea clock, which he completed five years later. This was a large and complicated machine that was made out of brass but retained the wooden wheelwork and the grasshopper escapement of the regulator clocks. The two balances were interlinked to counteract the rolling of the vessel and were controlled by helical springs operating in tension. It was the first timepiece with a balance to have temperature compensation. The effect of temperature change on the timekeeping of a balance is more pronounced than it is for a pendulum, as two effects are involved: the change in the size of the balance; and the change in the elasticity of the balance spring. Harrison compensated for both effects by using a gridiron arrangement to alter the tension in the springs. This timekeeper performed creditably when it was tested on a voyage to Lisbon, and the Board of Longitude agreed to finance improved models. Harrison's second timekeeper dispensed with the use of wood and had the added refinement of a remontoire, but even before it was tested he had embarked on a third machine. The balance of this machine was controlled by a spiral spring whose effective length was altered by a bimetallic strip to compensate for changes in temperature. In 1753 Harrison commissioned a London watchmaker, John Jefferys, to make a watch for his own personal use, with a similar form of temperature compensation and a modified verge escapement that was intended to compensate for the lack of isochronism of the balance spring. The time-keeping of this watch was surprisingly good and Harrison proceeded to build a larger and more sophisticated version, with a remontoire. This timekeeper was completed in 1759 and its performance was so remarkable that Harrison decided to enter it for the longitude prize in place of his third machine. It was tested on two voyages to the West Indies and on both occasions it met the requirements of the Act, but the Board of Longitude withheld half the prize money until they had proof that the timekeeper could be duplicated. Copies were made by Harrison and by Larcum Kendall, but the Board still continued to prevaricate and Harrison received the full amount of the prize in 1773 only after George III had intervened on his behalf.Although Harrison had shown that it was possible to construct a timepiece of sufficient accuracy to determine longitude at sea, his solution was too complex and costly to be produced in quantity. It had, for example, taken Larcum Kendall two years to produce his copy of Harrison's fourth timekeeper, but Harrison had overcome the psychological barrier and opened the door for others to produce chronometers in quantity at an affordable price. 35 Heald, James Nichols
SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 21 September 1864 Barre, Massachusetts, USAd. 7 May 1931 Worcester, Massachusetts, USA[br]American mechanical engineer and machine-tool manufacturer who concentrated on grinding machines.[br]James N.Heald was the son of Leander S.Heald and was educated at the Worcester Polytechnic Institute, graduating with the degree of Bachelor of Science in 1884. He then joined the firm that had been established by his grandfather, Stephen Heald, in 1826; this was a machine shop and foundry then known as S.Heald \& Son. When his grandfather died in 1888, James Heald took over the management of the business, which then became known as L.S.Heald \& Son. He concentrated on the manufacture of grinding machines and in 1903 bought out his father's interest and organized the Heald Machine Company. James Heald then began the development of a series of grinding machines designed to meet the needs of the expanding automobile industry. Special machines were produced for grinding piston rings making use of the recently invented magnetic chuck, and for cylinder bores he introduced the planetary grinder. Heald was a member of the National Machine Tool Builders' Association and served as its Treasurer and on its Board of Directors. SUBJECT AREA: Electricity[br]b. 27 July 1862 Neisse, Upper Silesia (now Nysa, Poland)d. 18 January 1921 Berthelsdorf, Silesia[br]German electrical engineer, inventor of a transformer for electromotors.[br]Ilgner graduated from the Gewerbeakademie (the forerunner of the Technical University) in Berlin. As the representative of an electric manufacturing company in Breslau (now Wroclaw, Poland) from 1897, he was confronted with the fact that there were no appropriate drives for hoisting-engines or rolling-plants in steelworks. Two problems prevented the use of high-capacity electric motors in the mining as well as in the iron and steel industry: the reactions of the motors on the circuit at the peak point of stress concentration; and the complicated handling of the control system which raised the risks regarding safety. Having previously been head of the department of electrical power transmission in Hannover, he was concerned with the development of low-speed direct-current motors powered by gas engines.It was Harry Ward Leonard's switchgear for direct-current motors (USA, 1891) that permitted sudden and exact changes in the speed and direction of rotation without causing power loss, as demonstrated in the driving of a rolling sidewalk at the Paris World Fair of 1900. Ilgner connected this switchgear to a large and heavy flywheel which accumulated the kinetic energy from the circuit in order to compensate shock loads. With this combination, electric motors did not need special circuits, which were still weak, because they were working continuously and were regulated individually, so that they could be used for driving hoisting-engines in mines, rolling-plants in steelworks or machinery for producing tools and paper. Ilgner thus made a notable advance in the general progress of electrification.His transformer for hoisting-engines was patented in 1901 and was commercially used inter alia by Siemens \& Halske of Berlin. Their first electrical hoisting-engine for the Zollern II/IV mine in Dortmund gained international reputation at the Düsseldorf exhibition of 1902, and is still preserved in situ in the original machine hall of the mine, which is now a national monument in Germany. SUBJECT AREA: Metallurgy[br]b. 19 September 1864 Wellington, Shropshire, Englandd. 16 December 1947 Solberge Hall, Northallerton, Yorkshire, England[br]Talbot, William Henry Fox English steelmaker and businessman who introduced a technique for producing steel "continuously" in large tilting basic-lined open-hearth furnaces.[br]After spending some years at his father's Castle Ironworks and at Ebbw Vale Works, Talbot travelled to the USA in 1890 to become Superintendent of the Southern Iron and Steel Company of Chattanooga, Tennessee, where he initiated basic open-hearth steelmaking and a preliminary slag washing to remove silicon. In 1893 he moved to Pennsylvania as Steel Superintendent at the Pencoyd works; there, six years later, he began his "continuous" steelmaking process. Returning to Britain in 1900, Talbot marketed the technique: after ten years it was in successful use in Britain, continental Europe and the USA; it promoted the growth of steel production.Meanwhile its originator had joined the Cargo Fleet Iron Company Limited on Teesside, where he was made Managing Director in 1907. Twelve years later he assumed, in addition, the same position in the allied South Durham Steel and Iron Company Limited. While remaining Managing Director, he was appointed Deputy Chairman of both companies in 1925, and Chairman in 1940. 38 Whitney, Amos
[br]b. 8 October 1832 Biddeford, Maine, USAd. 5 August 1920 Poland Springs, Maine, USA[br]American mechanical engineer and machine-tool manufacturer.[br]Amos Whitney was a member of the same distinguished family as Eli Whitney. His father was a locksmith and machinist and he was apprenticed at the age of 14 to the Essex Machine Company of Lawrence, Massachusetts. In 1850 both he and his father were working at the Colt Armory in Hartford, Connecticut, where he first met his future partner, F.A. Pratt. They both subsequently moved to the Phoenix Iron Works, also at Hartford, and in 1860 they started in a small way doing machine work on their own account. In 1862 they took a third partner, Monroe Stannard, and enlarged their workshop. The business continued to expand, but Pratt and Whitney remained at the Phoenix Iron Works until 1864 and in the following year they built their first new factory. The Pratt \& Whitney Company was incorporated in 1869 with a capital of $350,000, Amos Whitney being appointed General Superintendent. The firm specialized in making machine tools and tools particularly for the armament industry. Pratt \& Whitney was one of the leading firms developing the system of interchangeable manufacture which led to the need to establish national standards of measurement. The Rogers-Bond Comparator, developed with the backing of Pratt \& Whitney, played an important part in the establishment of these standards, which formed the basis of the gauges of many various types made by the firm.Amos Whitney was made Vice-President of Pratt \& Whitney Company in 1893 and was President from 1898 until 1901, when the company was acquired by the Niles- Bement-Pond Company: he then remained as one of the directors.
