    Скандал, связанный с "Первым братом" [First Brother] президента Дж. Картера [ Carter, James (Jimmy) Earl] - Билли, обвиненным в сомнительных сделках с представителями Ливии, которую обвиняли в поддержке терроризма. 14 июля 1980 Билли Картер признался в получении 220 тыс. долларов от ливийцев. Представитель Белого дома [ White House] сделал заявление о том, что Билли вел с ливийцами переговоры о содействии в освобождении американских заложников в Иране. Рейтинг Картера серьезно пострадал - в июле 1980 его деятельность на посту президента не одобряли 77% опрошенных американцев. 4 августа президент Картер заявил, что у его брата не было никаких официальных поручений относительно Ливии или Ирана. Позднее стало известно, что Билли ко всему прочему страдал от алкоголизма.
