истПрактика выкупа рабов властями США, действовавшая до Гражданской войны [ Civil War]. Конституционный конвент Вирджинии (1829-30) внес в Конгресс США предложение о принятии поправки к Конституции США, в которой властям предоставлялись бы необходимые средства и полномочия по выкупу рабов. Президент Линкольн [ Lincoln, Abraham] считал такой метод справедливым, так как, по его мнению, финансовое бремя освобождения рабов должны были разделить между собою Юг и Север. 6 марта 1862 в своем послании Конгрессу он просил принять совместную резолюцию [ joint resolution] о финансовой помощи штатам, решившим постепенно отменить рабство. Южные штаты, прежде всего пограничные [ Border States], отказались следовать резолюции. Последним усилием в этой области было предложение Линкольна выдавать штатам государственные облигации за постепенное освобождение рабов, сделанное им 1 декабря 1862.
